Objectives

The primary objective of the tender is to refurbish and upgrade the water infrastructure in Chavani and surrounding villages, including the construction and refurbishment of bulk pipelines, reservoirs, and pump stations, to ensure efficient and reliable water supply. The project aims to meet the current operational standards, improve service delivery, and ensure sustainable water reticulation for the affected communities.

Scope

The scope of work includes:

• Construction of approximately 15 km of steel pipelines (Ø350mm & Ø300mm).
• Provision and installation of isolating valves, air valves, flow control valves, non-return valves, and scour valves.
• Construction and refurbishment of reinforced concrete reservoirs (capacity 4ML).
• Mechanical and electrical installations at pump stations.
• Backfilling trenches and testing pipelines.
• Construction of valve chambers and associated structures.
• Reinstatement of surfaces including roads, grassed areas, and paved surfaces.
• Implementation of labour-intensive construction methods where applicable.
• Provision of site facilities, safety measures, and environmental management.

Technical Requirements

The technical requirements specify that all works must comply with:

• SANS 1200 series standards for civil works, earthworks, and concrete structures.
• Applicable standards for pipe materials such as SANS 1200L (medium pressure pipelines), SANS 1200G (structural concrete), and relevant ISO, BS, and SABS standards.
• Design parameters for pumps, including capacity, head, efficiency, and durability, with performance testing and certification.
• Installation of electrical and control systems in accordance with SANS 10142, IEC, and other relevant standards, including motor control centers, telemetry, and instrumentation.
• Waterproofing, disinfection, and testing of pipelines and reservoirs to ensure watertightness and compliance with health standards.
• Environmental and safety regulations, including environmental management plans, hazard identification, and risk assessments.

Skills and Competency Requirements

The tenderer must demonstrate the following skills and competencies:

• Registration with the Construction Industry Development Board (CIDB) with a minimum grading of 8CE or higher.
• Experience in the construction and commissioning of bulk water pipelines, reservoirs, and pump stations, with at least 10 years of relevant project completion.
• Proven capability to execute labour-intensive construction methods, with skilled supervision and management staff certified in labour-intensive techniques.
• Qualified engineers, site managers, and supervisors with relevant qualifications (e.g., BSc/B.Tech in Civil Engineering, Diploma, or equivalent).
• Experience in handling large-scale infrastructure projects, including pipeline installation, concrete reservoir construction, and electrical/mechanical installations.
• Demonstrated ability to manage environmental, health, and safety compliance, including environmental management plans and occupational health and safety regulations.
• Capability to provide comprehensive project management, including planning, programming, quality control, and reporting.
• Provision of qualified third-party design engineers for specialized design and certification tasks.
• Financial stability evidenced by audited financial statements and relevant financial references.
