Objectives

The primary objective of the project is to refurbish and upgrade the water infrastructure (including bulk supply, storage, and reticulation) in Chavani and surrounding villages, ensuring efficient and reliable water delivery. The project involves construction of bulk water pipelines, refurbishment of existing water supply facilities, and installation of associated infrastructure to meet the needs of the local communities.

Scope

The scope of work includes:

• Provision of bulk water supply infrastructure with pipelines ranging from Ø75mm to Ø160mm uPVC pipes.
• Construction and refurbishment of concrete reservoirs and pump stations.
• Installation of isolation valves, air valves, flow control valves, non-return valves, and scour valves.
• Backfilling trenches and testing pipelines.
• Construction of valve chambers and associated structures.
• Reinstatement of surfaces, including roads, pavements, and grassed areas.
• Installation of house and yard connections.
• Provision of temporary works, site facilities, and access arrangements.
• Coordination with existing services and utilities, including obtaining permits and wayleaves.

Technical Requirements

The technical requirements specify that all works shall comply with:

• Standards and specifications such as SANS 1200 series, BS standards, ISO standards, and relevant local regulations.
• Design parameters for pipelines, reservoirs, and pump stations, including pressure ratings, materials, and corrosion protection.
• Construction practices including trench excavation, backfilling, reinstatement, and testing procedures.
• Waterproofing and disinfection of tanks and pipelines.
• Installation of telemetry systems for reservoir level monitoring and control.
• Environmental management and safety protocols in accordance with legislation and best practices.

Skills Requirements

The tender requires bidders to demonstrate:

• Registration with the Construction Industry Development Board (CIDB) with a minimum contractor grading of 8CE or higher.
• Experience in water infrastructure projects valued at R60 million and above, with relevant appointment letters and completion certificates.
• Qualified personnel including project managers, site supervisors, engineers, and technical staff with appropriate qualifications and experience.
• Knowledge of and compliance with occupational health and safety regulations, including the preparation of health and safety plans.
• Capability to supply, install, test, and commission pipelines, reservoirs, pump stations, and telemetry systems.
• Ability to manage environmental and community liaison requirements, including training targeted labour and ensuring community engagement.
