Objectives

The primary objective of the tender is to establish a service provider capable of maintaining and repairing fleet air conditioning units for Transnet Port Terminals (TPT) at the Port of Durban over a period of 36 months. The goal is to ensure the continuous, efficient, and safe operation of air conditioning systems on various equipment, including cranes, reach stackers, haulers, reach stackers, and other machinery, to support hygiene, health, safety, and operational efficiency.

Scope

The scope encompasses:

• Provision of maintenance and repair services for air conditioning units on fleet equipment at TPT Durban terminals, including Maydon Wharf and other specified locations.
• Maintenance of a comprehensive list of equipment such as mobile harbour cranes, reach stackers, haulers, reach stackers, forklifts, and other machinery as detailed in Appendix B.
• Inclusion of routine inspections, cleaning, gas handling, component replacements, installation of new units, and repairs as per OEM specifications and industry standards.
• Adherence to safety, environmental, and quality standards, including ISO 9001:2015 and CIDB registration (minimum Grade 3 ME).
• Provision of qualified personnel, tools, machinery, and materials necessary for execution.
• Warranty and guarantee provisions for parts and workmanship, with specified durations.
• Response times for call-outs (not exceeding 2 hours) and delivery times (not exceeding 24 hours) post receipt of purchase orders.
• Disposal of replaced parts and compliance with safety and environmental regulations.

Technical Requirements

The technical requirements include:

• Compliance with relevant South African and international standards such as SANS 54511, SANS 60335-2-104, and ISO 9001:2015.
• Provision of traceable references demonstrating 36 months of relevant experience within the past five years.
• Certified OEM training certificates, Gas Handling Certificates, and Trade Test Certificates for technicians.
• Implementation of a Quality Management System, including a Quality Control Plan and procedures.
• Provision of warranties (minimum 12 months for parts, 3 months for workmanship) and guarantees.
• Availability of skilled personnel with qualifications such as NQF Level 4 in ventilation, trade certificates, and gas handling expertise.
• Adherence to safety, health, and environmental standards, including security clearance where applicable.
• Proper documentation and reporting of inspection, maintenance, and repair activities during and after the contract period.

Skills Requirements

The skills and qualifications required from the service provider include:

• Qualified HVAC technicians with OEM training certificates and Gas Handling Certificates.
• Technicians with Trade Test Certificates in Refrigeration and relevant experience in air conditioning maintenance and repairs.
• Personnel capable of performing routine inspections, component replacements, system re-gassing, and troubleshooting in accordance with OEM and industry standards.
• Ability to respond promptly to call-outs within 2 hours and complete repairs within 24 hours.
• Competence in adhering to safety, environmental, and quality standards, including ISO 9001:2015 and CIDB registration (minimum Grade 3 ME).
• Experience in managing warranties, guarantees, and documentation for maintenance activities.
• Effective communication skills and ability to prepare reports and maintain records as per contractual requirements.
