Objectives

The primary objective of this tender is to appoint an independent, suitable service provider to conduct a one-day training session on the Combined Assurance Framework. The training aims to promote the adoption and implementation of an integrated assurance approach aligned with King IV principles, PFMA requirements, and Treasury Regulations, ensuring comprehensive assurance across strategic, operational, compliance, and financial risks.

Scope

The scope includes:

• Conducting a one-day training session on a virtual platform (MS Teams) on behalf of the Department of Social Development, Free State.
• Covering topics such as strategic, operational, compliance, and financial risk assurance.
• Integrating assurance from management controls, risk management, internal audit, and external assurance providers.
• Engaging senior management and Audit Committee officials in the training.

Technical Requirements

• The training must be delivered via MS Teams on a virtual platform.
• The service provider must be accredited and registered with IIASA or a comparable professional body upholding IIASA standards.
• The provider must demonstrate relevant experience in delivering training courses related to assurance frameworks.
• A detailed methodology outlining the approach, systems, and framework to be implemented during the training must be provided.
• The provider must demonstrate capacity to deliver the service, supported by bank statements or a commitment letter for funding of at least R100,000.00.

Skills Requirements

• Accreditation with IIASA or equivalent professional body.
• Relevant experience in conducting assurance and risk management training courses.
• Ability to develop and present comprehensive training content on the combined assurance framework.
• Proven capacity to deliver training via virtual platforms, with experience in engaging senior management and audit committees.
• Methodological expertise to design and implement an effective training approach aligned with King IV, PFMA, and Treasury Regulations.
