Objectives

The primary objective of this tender is to appoint a qualified and experienced Internet Service Provider (ISP) to deliver comprehensive ICT services to Letsemeng Local Municipality. These services include the provisioning of internet connectivity, VoIP telephony, cyber security solutions, email hosting, and domain management for a period of two years. The goal is to enhance the municipality’s communication infrastructure, ensure secure and reliable connectivity across all towns, and support municipal operations effectively.

Scope

The scope of the contract encompasses:

• Provision of unlimited VoIP telephone services with user management capabilities.
• Uncapped internet services with specified speeds: 100Mbps for the head office and 10Mbps for remote towns.
• Implementation of a cybersecurity firewall solution to monitor and protect the municipal network and cloud-based financial systems.
• Hosting and management of municipal emails and domain names, accessible via various devices and platforms.
• Support and maintenance of radio links, access points, VPN configurations, and associated infrastructure.
• Identification and deployment of appropriate security measures, including firewall and threat monitoring.

Technical Requirements

The technical specifications include:

VoIP and Telephone Management System

• Unlimited call system with user profile management, call data limits, PIN linking, call recording, and extension dialing.
• Ability to add, edit, delete users and PINs, and manage call records.
• Calls from outside should reach the intended extension or switchboard if unanswered.

Internet Connectivity

• Head office in Koffiefontein: 100Mbps uncapped internet (preferably fiber).
• Remote towns: 10Mbps uncapped internet each.
• Provision for VPN setup to connect to cloud-based financial systems.
• Support and maintenance for radio links, access points, and VPN connections.

Cybersecurity

• Procurement, installation, configuration, and maintenance of a firewall capable of monitoring, controlling data flow, and blocking unauthorized access.
• Firewall should support reporting on security events, threats, and access activities.

Email and Domain Hosting

• Hosting of municipal emails with access via Outlook and web browsers.
• Ability for IT personnel to manage email accounts and passwords across devices and platforms.
• Security measures to protect email and domain data.

Skills Requirements

• Proven experience in deploying and managing ISP services, VoIP systems, and cybersecurity solutions.
• Technical expertise in configuring and supporting VPNs, firewalls, and network infrastructure.
• Capability to support and maintain radio links, access points, and related network equipment.
• Knowledge of email hosting platforms, domain management, and security protocols.
• Ability to provide ongoing support, troubleshooting, and maintenance for all deployed systems.
• Experience working with municipal or government ICT environments is advantageous.
