Tender Summary

Objectives

The primary objective is to procure, supply, deliver, and install a 12KVA solar power system at the Mtunzini Magistrate Court. This initiative aims to improve energy reliability, reduce operational costs, and support sustainable infrastructure development under the National Department of Public Works.

Scope

The scope covers the end-to-end execution of the solar project, including equipment supply, transportation, physical installation, system commissioning, performance testing, and subsequent maintenance or repair services. Bidders must demonstrate proven capability in managing both single-phase and three-phase solar installations. The department reserves the right to decline appointment if the bidder has received two or more similar contracts within the department over the preceding six months, a measure designed to ensure equitable workload distribution among approved service providers.

Technical Requirements

  • Minimum Construction Industry Development Board (CIDB) contractor grading of 1EB or higher.
  • Submission of a valid PV GREEN CARD for at least one technician or artisan employed by the bidding company.
  • Provision of a valid wireman’s licence letter issued by the Department of Employment and Labour for the designated owner or employee executing the work, accompanied by verifiable proof of employment.
  • Documentary evidence of past successful projects, specifically a letter of award and a completion certificate for comparable single-phase and three-phase solar installations.
  • Client references detailing previous engagements, including contact information and a summary of services rendered.
  • Strict adherence to standard tender conditions, proper sealing, and timely submission using official documentation. Late or non-compliant tenders will be rejected.

Skills Requirements

  • Personnel must hold a recognized trade test as an Electrical Artisan or Heavy Current Electrical Technician.
  • At least one employed technician or artisan must possess a current PV GREEN CARD, certifying compliance with national solar photovoltaic installation standards.
  • The lead installer or site supervisor must hold a valid wireman’s licence, demonstrating legal authorization to perform high-voltage electrical installations.
  • Demonstrated hands-on experience in designing, installing, and commissioning both single-phase and three-phase photovoltaic systems is mandatory.

Explanation of Unusual or Complicated Terms

  • CIDB Grading 1EB: A Construction Industry Development Board classification that verifies a contractor’s financial capacity, turnover history, and technical competence specifically for electrical and renewable energy projects.
  • PV GREEN CARD: An industry-recognized certification administered by the South African Photovoltaic Industry Association (SAPVIA) that validates a technician’s competency in safely installing and maintaining solar photovoltaic systems according to national safety and quality standards.
  • Wireman’s Licence: A statutory permit issued by the Department of Employment and Labour authorizing individuals to legally carry out electrical wiring and installation work, ensuring compliance with occupational health and safety regulations.
  • NDPWI Contract Limitation Clause: A procurement policy designed to prevent market concentration by restricting bidders from holding multiple recent contracts of the same nature within the department, thereby promoting fair competition and broader economic participation among service providers.

Joint Ventures, Consortia and Subcontracting:

Most large tenders are composed of tasks in a number of different fields, and it is not always possible for a single company to cater for all of them, and therefore Joint Ventures and Consortia are formed to then submit a tender together.

Government tenders are also requiring the subcontracting of a percentage of the tender work, and the trouble is then finding Subcontractors to comply with the tender requirements

To assist companies with finding tender partners and subcontractors, you can now submit your contact details and company information on this page, so other interested parties can contact you for purposes of forming Joint Ventures and subcontracting

You will need to supply your details on every tender you are interested in tendering for. For this you need an active Business Listing - Register and Login at My Account to create a Business Listing

NOTE: This is not a tender application form, it is meant to facilitate the meeting of partners to form a Joint Venture or Subcontractor relationship for this tender only
