Objectives

The primary objective is to procure a qualified service provider to conduct annual pressure vessel testing and certification at Victoria Mxenge Hospital. This ensures compliance with safety regulations and operational reliability of all pressure vessels on site.

Scope of Work

The scope includes the inspection, testing, and certification of all pressure vessels at the hospital on an annual basis. The service must cover all necessary procedures to verify the integrity and safety of the vessels, including but not limited to hydrostatic testing, visual inspection, and documentation of results. The provider is expected to manage the entire testing process, from scheduling to issuing compliance certificates.

Technical Requirements

• Compliance with relevant South African pressure equipment regulations (e.g., OHS Act and SANS 347).
• Use of calibrated and certified testing equipment.
• Provision of detailed test reports and certification after each inspection.
• Ability to identify and report defects or risks, with recommendations for remedial action.
• Adherence to hospital safety protocols and scheduling to minimise disruption.

Skills and Qualification Requirements

• Valid CIDB contractor grading of 1ME or higher (Mechanical Engineering category). This indicates the contractor has the necessary technical capability and financial standing for small to medium mechanical works.
• Proven experience in pressure vessel testing and inspection, preferably in healthcare or similar institutional settings.
• Certified personnel with relevant qualifications in pressure equipment inspection (e.g., Department of Employment and Labour authorised inspector).
• Ability to attend a compulsory clarification meeting (as specified in the tender schedule) – this is a mandatory pre-tender requirement.

Important Notes

Compulsory Clarification Meeting: A mandatory site meeting is scheduled for 27 August 2026 at 09h00. Bidders must attend to gain a full understanding of the site conditions and requirements; failure to attend will result in disqualification.

CIDB Grading 1ME: This is a contractor classification for mechanical engineering works. Grade 1 is the lowest (works up to R1 million), and "ME" denotes the mechanical engineering discipline. The "or higher" means higher grades (2ME, 3ME, etc.) are also acceptable.

Annual Service: The contract is for a recurring annual testing cycle, not a one-off service. The provider must be prepared to return each year for the duration of the contract.
