Objectives

The primary objective of this tender is to procure an annual service for testing pressure vessels, ensuring their safety, compliance, and operational integrity. The service aims to maintain pressure vessel safety standards, facilitate re-certification, and ensure adherence to relevant safety regulations.

Scope

The scope encompasses:

• Re-certification and hydrostatic pressure testing of various pressure vessels located at Victoria Mxenge Hospital and other specified sites within the hospital complex.
• Inspection, testing, and certification of pressure vessels including air receivers, hot water storage tanks, steam boilers, and other related equipment.
• Issuance of pressure vessel logbooks and completion certificates.
• Compliance with occupational health and safety standards and relevant SANS 347 requirements.
• Site inspections, safety assessments, and adherence to safety protocols prior to commencement of work.

Technical Requirements

The technical requirements include:

• Re-certification of pressure vessels through hydrostatic pressure testing according to SANS 347 standards.
• Inspection of vessel components such as welds, nozzles, shell plating, dished ends, and existing repairs.
• Verification that vessels are de-scaled and cleaned prior to testing.
• Provision of detailed inspection reports, test certificates, and stamped pressure test record plates.
• Issuance of new pressure vessel logbooks post-inspection.
• Compliance with occupational health and safety regulations, including safety sign display, site cordoning, PPE use, and safety documentation.
• Site-specific safety assessments and risk management plans.

Skills and Skills Requirements

The tenderer must possess:

• Valid CIDB registration with appropriate grading for pressure vessel testing and certification.
• Qualified and experienced personnel, including certified inspectors and fitters, with relevant technical qualifications and CVs.
• Competent personnel familiar with SANS 347 standards, pressure vessel inspection, and hydrostatic testing procedures.
• Ability to prepare and submit comprehensive safety files, inspection reports, and certification documentation.
• Proven experience in pressure vessel certification, including previous completion certificates and references.
• Capability to adhere to safety standards, including the display of safety signage, site safety management, and risk assessments.
• Availability of necessary tools, equipment, and safety gear to perform hydrostatic testing and inspections.
