Objectives

The primary objectives of this tender are to:

• Reduce the risk of transfer of the HIV virus between and among construction workers and the local community.
• Raise awareness among construction workers and the local community about the risks of HIV infection.
• Promote early diagnosis of HIV/AIDS.
• Assist affected individuals in accessing care and counseling services.

Scope

The scope of work includes:

• Electrical repairs to distribution boards, cables, wiring, and light fittings at the S.B. Bourquin Building, Mayville.
• Provision of HIV/AIDS awareness programs, distribution of condoms, counseling, testing, and referral services.
• Labour-intensive construction methods for activities such as trenching, backfilling, and installation of electrical infrastructure, using local workers.
• Implementation of labour-intensive competencies for supervisory and management staff, including training and engagement of unskilled and semi-skilled workers.
• Site-specific activities including site inspection, safety measures, and environmental management as per the detailed scope.

Technical Requirements

The technical requirements encompass:

• Adherence to the specifications for electrical installations, including cables, conduits, distribution boards, and lighting fittings.
• Implementation of labour-intensive methods for construction activities, with specific standards for trenching, backfilling, and material handling.
• Compliance with Occupational Health and Safety regulations, including safety plans, hazard assessments, PPE, and site safety protocols.
• Provision of detailed site information, drawings, and annexures related to electrical and safety specifications.
• Execution of HIV/AIDS awareness and prevention measures, including distribution of condoms, awareness posters, and training programs.
• Environmental management and waste disposal in accordance with relevant legislation.

Skills Requirements

The tender specifies the following skills and competencies:

• Qualified supervisory and management staff with completed skills programs at NQF levels 4 and 5, respectively, including specific training in labour-intensive construction systems.
• Emerging contractors and workers must have completed or be registered in skills programs at NQF levels 2 or 4.
• Engagement of unskilled and semi-skilled workers in labour-intensive activities, with adherence to legislation and target employment proportions (e.g., women, youth, persons with disabilities).
• Provision of on-the-job training for targeted labor, with formal training funded by the Department of Labour.
• Implementation of health, safety, and environmental management plans, including hazard assessments, PPE use, and site safety protocols.
• Experience in electrical installation, site safety, and labour-intensive construction methods.
