Objectives

The primary objective of this tender is to appoint a qualified service provider to manage the Kranzfontein landfill site for a period of 36 months. The management aims to ensure the site operates in compliance with environmental regulations, maintains operational efficiency, and supports waste management goals, including waste disposal, recycling, and environmental protection.

Scope

The scope of work includes:

• Managing the day-to-day operations of the Kranzfontein landfill site.
• Ensuring compliance with the environmental management waste act, license conditions, and operational standards.
• Implementing waste segregation, recycling, and disposal processes.
• Constructing and maintaining internal roads and recycling facilities.
• Conducting landfill site audits and reporting incidents.
• Managing environmental and safety standards, including occupational health and safety obligations.
• Providing operational manuals, management plans, and reports to the municipality.
• Ensuring community safety and environmental protection through proper site management.

Technical Requirements

The technical requirements include:

• Provision of machinery such as excavators, tipper trucks, and dozers with logbooks and lease agreements.
• Demonstrated experience in waste management operations for government or municipal sites.
• Qualified personnel including a registered Environmental Science/Management professional and a registered Civil Engineer (professional engineer).
• Provision of construction of internal roads, recycling facilities, and site infrastructure.
• Implementation of environmental monitoring, waste segregation, and recycling processes.
• Compliance with license conditions issued by relevant authorities.
• Construction of cover layers, construction of recycling areas, and site audits.
• Provision of safety equipment and identification cards for staff.

Skills Requirements

The skills and competencies required include:

• Proven experience in waste management and landfill site operations.
• Technical expertise in environmental science, management, and civil engineering.
• Registered professionals with relevant bodies (EAPASA for environmentalists, ECSA for engineers).
• Ability to operate and maintain heavy machinery and equipment.
• Strong project management skills, including planning, reporting, and compliance monitoring.
• Knowledge of environmental legislation, waste management regulations, and safety standards.
• Experience in community engagement and environmental reporting.
• Capability to develop and implement operational and maintenance manuals and plans.
