Objectives

The primary objective of this tender is to appoint a competent contractor to perform major servicing on split air conditioning units across Department of Health facilities in the Pietermaritzburg region. The goal is to restore, maintain, and optimise system performance while ensuring compliance with health, safety, and environmental regulations.

Scope

The scope covers the major servicing of split-type air conditioning systems. This includes comprehensive inspections, deep cleaning, component diagnostics, refrigerant recovery and recharge, electrical and mechanical repairs, and system calibration. Services will be executed across multiple government health premises as directed by the employer, with an emphasis on restoring units to full operational capacity and extending equipment lifespan.

Technical Requirements

• Contractors must hold a minimum CIDB contractor grading of 1ME or higher.
• Tenderers must submit documented proof of experience in projects of a similar nature and scale.
• All technical personnel must meet mandatory regulatory certifications before commencement of work.
• Tenders must be submitted strictly on the official documentation issued by the employer; late or electronically submitted tenders will be rejected.

Skills Requirements

• Personnel must be qualified Trade Tested Refrigeration Technicians.
• Technicians must be registered with the SAQCC Gas scheme at a minimum of Category A.
• Candidates must provide verifiable evidence of prior hands-on experience servicing split air conditioning units.

• CIDB Grading 1ME: The Construction Industry Development Board classification for mechanical and electrical contractors. Level 1 denotes a foundational grading suitable for small-value projects, confirming the contractor meets basic financial, managerial, and operational thresholds.
• SAQCC Gas Category A: Registration with the South African Qualifications Certification Committee for Gas. Category A authorises the holder to safely handle, install, and service low-pressure gas and refrigerant systems up to specified capacities, which is legally required for working with air conditioning refrigerants.
• Trade Tested: A practical vocational assessment framework where technicians demonstrate competence through supervised, hands-on evaluation of technical skills, problem-solving, and adherence to industry standards, rather than through theoretical examinations alone.
