Objectives

The primary objective of this tender is to manufacture, test, supply, and deliver polyethylene insulated underground pilot cables and telephone cables that meet specified technical standards and quality requirements for the City of Cape Town. The aim is to ensure reliable and compliant cable products are supplied over a contract period not exceeding 36 months.

Scope

The scope encompasses the entire process from manufacturing, testing, and supply to the delivery and off-loading of various types of copper conductor cables, including:

• Polyethylene insulated underground pilot cables
• Polyethylene insulated underground telephone cables

The supply includes different cable configurations based on the number of pairs and conductor sizes, delivered on cable drums, with specified dimensions, construction, and quality standards as detailed in the specifications.

The contract covers the manufacture, testing, supply, and delivery of these cables, including compliance with relevant standards, quality assurance, and safety regulations, for a period not exceeding 36 months.

Technical Requirements

The technical requirements include:

• Compliance with specifications CEE 91 and 92 for polyethylene insulated cables
• Manufacture of cables with specific construction features such as annealed copper conductors, polyethylene insulation, moisture barriers, steel wire armouring, and polyethylene sheathing
• Adherence to standards such as SANS 1411 series, IEC 60189-2, ASTM D 1693, and others
• Testing procedures including routine, type, and special tests (e.g., shrink back, cold bend, water penetration, insulation resistance, high voltage, capacitance, and others)
• Delivery on wooden drums with specified markings, lengths (600m), and end sealing
• Provision of certificates such as SANS Certificates, test reports, and compliance documentation
• Conformance to environmental, safety, and quality standards throughout manufacturing and delivery

Skills and Skills Requirements

The tenderer must demonstrate:

• Technical expertise in manufacturing polyethylene insulated cables according to specified standards
• Capability to perform all required tests and produce certification documentation
• Experience in handling, packing, and delivering large quantities of cable on drums, ensuring proper handling and safety
• Proficiency in quality assurance processes, including developing and implementing factory Quality Assurance Plans
• Knowledge of occupational health and safety regulations, with the ability to prepare and implement comprehensive health and safety plans
• Ability to supply all necessary certificates, test reports, and compliance documents
• Capacity to manage logistics, including transportation, handling, and delivery within specified timeframes
• Understanding of environmental standards and safety regulations applicable to cable manufacturing and delivery

Overall, the tenderer must possess the technical competence, manufacturing capability, quality assurance systems, safety management skills, and logistical expertise to fulfill the contractual requirements effectively.
