This includes conducting feasibility assessments for site selection, conceptual design, manufacturing, erection, commissioning, and ongoing preventative maintenance of structures such as digital LED billboards, static billboards, bus shelters, street poles, kiosks, benches, and information panels. The contractor must also install supplementary street lighting for day and night visibility, compile quarterly reports on operations and revenue, facilitate necessary stakeholder approvals, and ensure adherence to road safety and environmental standards. Additional obligations include allocating free space for municipal communications, training local personnel on advertising policy enforcement, and remitting 10% of generated earnings to the municipality.
Bidders must achieve a minimum of 70% in the functionality evaluation stage. Mandatory documentation includes company registration, Central Supplier Database (CSD) registration—a national government portal for verifying supplier legitimacy and tax status—tax compliance certificates, and municipal clearance. Technical scoring prioritizes proven experience in billboard and street furniture projects, professional indemnity insurance (covering liability for professional negligence or errors), and a comprehensive methodology proposal. A multidisciplinary project team is required, featuring specialists in construction/civil engineering and electrical engineering, supported by professionals registered with the Engineering Council of South Africa (ECSA—the statutory body regulating engineering practice in South Africa). Submissions must include a detailed budget breakdown outlining staff tiers, hourly rates, estimated hours, and recoverable costs, alongside a draft project plan. The contract adheres to standard General Conditions of Contract (GCC)—the foundational legal framework governing public procurement—and utilizes an 80/20 preference point system, allocating 80% of evaluation points to price and 20% to specific socio-economic transformation goals.
Providers must demonstrate advanced expertise in the full lifecycle management of urban advertising infrastructure, encompassing structural engineering, electrical systems integration, and digital display technology. Strong project management capabilities are essential for coordinating civil works, electrical commissioning, and maintenance schedules. Contractors must possess thorough knowledge of municipal planning regulations, spatial land-use management acts, and national road traffic legislation. Additional competencies include effective stakeholder liaison, community engagement, revenue forecasting, and financial reporting. The ability to design and deliver training programs for local labour regarding advertising policy enforcement is critical. Finally, familiarity with South African public procurement frameworks, Broad-Based Black Economic Empowerment (B-BBEE) compliance standards, and supply chain management protocols is required to ensure contractual success.
