Objectives

The primary objective of the tender is to construct and upgrade the water supply and bulk water reticulation infrastructure for Ngwenani Themeli, Ngulumbi, Ngovhela, Madamalala, Phindula, Maembeni, and Muledzhi. This includes the installation of pipelines, reservoirs, pump stations, and associated infrastructure to improve water delivery and service reliability in the area.

Scope

The scope of work encompasses:

• Construction of a 200mm diameter UPVC bulk pipeline from R2 reservoir to Muledzhi.
• Installation of various pipelines (63mm, 75mm, 90mm, 110mm, 160mm) for reticulation networks across multiple villages.
• Construction of reservoirs, including existing and proposed new tanks (e.g., 13ML, 1.8ML, 250kl, 100kl, 50kl, 1.25ML).
• Installation of valve chambers, manholes, air vents, and associated pipe fittings.
• Provision of pump stations, including mechanical and electrical equipment, pipework, and control systems.
• Construction of access roads, fencing, and other ancillary civil works.
• Implementation of environmental, safety, and quality standards as per specifications.

Technical Requirements

The technical scope includes:

• Design, supply, installation, testing, and commissioning of pipelines, reservoirs, and associated fittings in accordance with SABS standards and project specifications.
• Use of materials compliant with SABS standards, including ductile iron, uPVC, HDPE, and steel pipes, with appropriate corrosion protection.
• Construction of concrete structures, including headwalls, valve chambers, and support structures, with specified concrete grades and reinforcement.
• Installation of mechanical and electrical equipment, including pumps, valves, meters, and control systems, with specified standards and safety measures.
• Compliance with environmental management, health and safety regulations, and quality assurance procedures.
• Provision of detailed drawings, as-built documentation, and testing certificates.

Skills and Skills Requirements

The tender requires bidders to demonstrate:

• Registration with the Construction Industry Development Board (CIDB) in a contractor grading of at least 7CE or higher.
• Proven experience in water infrastructure projects involving bulk pipelines, reservoirs, and pump stations, with references and appointment letters for similar projects completed within the last ten years.
• Qualified personnel including project managers, engineers, site supervisors, and skilled tradespeople with relevant certifications and experience.
• Competence in civil, mechanical, electrical, and environmental aspects of water infrastructure construction.
• Ability to provide and manage resources such as plant, equipment, and materials, with proof of ownership or hire agreements.
• Knowledge of safety, environmental, and quality standards, with relevant certifications and safety plans.
• Financial capacity to undertake the project, including bank ratings and financial references.
• Demonstrated understanding of the project scope, specifications, and compliance requirements.
