Objectives

The primary objective of this tender is to construct and upgrade the water supply and bulk water reticulation infrastructure across multiple villages including Ngwenani Themeli, Ngulumbi, Ngovhela, Madamalala, Phindula, Maembeni, and Mulezhi. The project aims to establish reliable water reticulation networks, reservoirs, pipelines, and associated infrastructure to improve water access and service delivery in the targeted areas.

Scope

The scope of work encompasses:

• Construction of bulk water pipelines (primarily 200mm diameter uPVC pipes) and associated fittings.
• Installation of reservoirs, including new concrete reservoirs and elevated steel tanks.
• Provision of village takeoff chambers, valve chambers, and associated pipework.
• Implementation of civil works such as trenching, bedding, backfilling, and road crossings.
• Construction of drainage, manholes, and other ancillary structures.
• Provision of pipe fittings, valves, air vents, scour valves, and other mechanical components.
• Installation of fencing, signage, and other security measures.
• Compliance with environmental, health, safety, and quality standards as specified.

Technical Requirements

The technical requirements include:

• Adherence to South African National Standards (SANS) and DWAF specifications, including SABS 1200 series for construction works.
• Use of approved materials bearing the SABS mark, including pipes, fittings, valves, and coatings.
• Proper installation of pipelines with specified bedding, backfilling, and compaction standards.
• Construction of reservoirs and tanks with specified concrete grades and reinforcement details.
• Implementation of corrosion protection measures for steel components, including galvanizing and epoxy coatings.
• Provision of adequate access, ventilation, and safety features in valve chambers and reservoirs.
• Compliance with environmental management, health and safety regulations, including Occupational Health and Safety Act (Act 85 of 1993).
• Installation of appropriate signage, fencing, and security measures.
• Testing, commissioning, and handover procedures in accordance with project specifications.

Skills and Skills Requirements

The tender specifies the need for bidders to demonstrate:

• Registration with the Construction Industry Development Board (CIDB) with a minimum grading of 7CE or higher.
• Experience in water reticulation projects involving pipelines of at least 160mm diameter and valued at R10 million or above, over the past ten years.
• Experience in civil and mechanical construction, including pipeline installation, reservoir construction, and associated civil works.
• Qualified personnel including project managers, site supervisors, engineers, and safety officers with relevant certifications and experience.
• Capability to undertake environmental, health, safety, and quality management as per project standards.
• Provision of CVs, certified copies of qualifications, and references for key personnel and project team members.
• Demonstrated financial capacity and resources, including plant, equipment, and financial references.
• Knowledge of and compliance with relevant legislation, standards, and safety regulations.
