Objectives

The primary objective of this tender is to appoint a recognized service provider with competent and skilled personnel to perform physical verification, conditional assessment, valuation, and asset management services for immovable assets of Harry Gwala District Municipality for the year 2025-2026. The successful bidder will work closely with the asset management unit, providing asset management services, transferring skills to municipal staff, and ensuring assets are properly safeguarded, accounted for, and valued in accordance with relevant standards.

Scope

The scope of work includes:

• Verifying the existence and completeness of immovable assets at specified sites against the municipality's fixed asset register.
• Providing recommendations for impairments and WIP (Work in Progress) status.
• Performing physical verification, including taking photos and recording verification dates, with data integration capabilities with the Solar system.
• Unbundling completed projects and valuing assets at actual cost, consistent with GRAP standards.
• Identifying unverified and newly acquired assets, and ensuring proper disclosure as per GRAP 3.
• Ensuring assets are properly unbundled, valued, and recorded in the asset register, including barcoding for movable assets.
• Reviewing and recommending improvements to management policies and procedures to align with MSCOA, GRAP, and National Treasury requirements.
• Providing skills transfer and training to municipal staff in asset management processes.

Technical Requirements

• Proven experience in municipal asset management, including compilation and review of fixed asset registers in accordance with GRAP standards.
• Experience in conducting conditional assessments, impairments, and useful life evaluations of assets.
• Knowledge of applicable accounting standards (GRAP, IFRS), legislation, and circulars relevant to local government asset management.
• Minimum of 3 years’ experience in municipal GRAP-compliant asset register compilation and conditional assessments.
• Qualified personnel including engineers, professional accountants, and asset evaluators with relevant municipal experience.
• An electronic system for conditional assessment data storage, integration with existing systems, and audit trail documentation.
• Ability to reconcile asset registers with general ledger and financial statements.
• Skills in preparing audit documentation, working papers, and transfer of skills/training.

Skills Requirements

• Demonstrated track record in municipal asset management, conditional assessments, and asset valuation.
• Qualified engineers with expertise in immovable asset condition assessments.
• Qualified accountants or asset evaluators with experience in GRAP standards.
• Team members with hands-on experience in reconciling asset registers, general ledger, and financial statements.
• Proficiency in using electronic asset management and conditional assessment systems.
• Ability to transfer skills and provide training to municipal staff in asset management best practices.
• Experience in preparing comprehensive audit documentation and working papers for review and compliance.
