Objectives

The primary objective of this tender is to procure and implement HPV nucleic acid testing analysers for cervical screening across the National Health Laboratory Service (NHLS) nationally. The contract includes the supply, installation, and commissioning of testing equipment, as well as providing comprehensive service and maintenance for a period of three years, to support the NHLS's goal of enhancing cervical cancer screening and HPV detection capabilities.

Scope

The scope encompasses:

• Provision of HPV nucleic acid testing analysers suitable for high and medium volume testing.
• Installation, calibration, and commissioning of the equipment at designated NHLS laboratories across South Africa.
• Training of personnel on equipment operation and maintenance.
• Ongoing service, preventative maintenance, repairs, and supply of spare parts for three years.
• Integration with Laboratory Information Systems (LIS) and data management requirements.
• Provision of reagents, consumables, controls, calibration materials, and support for the entire testing process.
• Adherence to technical specifications, quality standards, and regulatory compliance.

Technical Requirements

The technical specifications include:

• Detection of high-risk HPV genotypes with a clinical sensitivity of ≥90% for CIN 2 and ≥95% for CIN 3, and specificity of ≥98%.
• Modular design enabling testing of both high (>300 samples/8 hours) and medium (100-200 samples/8 hours) volumes.
• Interfacing capability with LIS and electronic data retrieval (CSV or equivalent).
• Inclusion of specimen adequacy controls using housekeeping genes.
• Assay performance with reproducibility, linearity, and cross-reactivity data.
• Automation features including throughput, robustness, contamination prevention, and error handling.
• Remote monitoring, data dashboard, and quality assurance features.
• Compliance with ISO 13485, ISO 14001, and other relevant standards.
• Environmental safety and waste management provisions.
• Support for software updates, hardware upgrades, R&D, and ongoing evaluations.

Skills Requirements

The successful bidder must demonstrate:

• Technical expertise in molecular HPV testing and diagnostic equipment.
• Capability to provide on-site user training within two weeks of installation, including ad hoc training as needed.
• Qualified service engineers and application specialists capable of telephonic support within 1 hour and on-site support within 24 hours.
• Experience in installation, calibration, validation, and routine maintenance of HPV analysers.
• Ability to interface with LIS and manage data securely and efficiently.
• Compliance with all regulatory, quality, and safety standards, including ISO certifications.
• Proven track record in servicing laboratory diagnostic equipment across multiple sites.
• Capacity to support ongoing R&D, software development, and upgrades.
