Objectives

The primary objective of this tender is to procure and maintain ECM OpenText software licenses, including service and technical support, within an existing private local cloud-based environment for a period of five (5) years. The aim is to ensure continuous licensing, support, and potential expansion of the ECM system to support the operational needs of the National Health Laboratory Service (NHLS).

Scope

The scope encompasses:

• Renewal of existing OpenText ECM licenses and acquisition of additional licenses (including Extended ECM for Oracle EBS, AppWorks, Business Applications, Co-Authoring, etc.).
• Maintenance, service, and technical support for the ECM suite within an existing private local cloud infrastructure.
• Provision of licenses for various components such as Content Suite Platform, Extended Workflow, Capture Centre, and integration add-ons.
• Support for existing environment components, including hardware, operating systems (Linux RHEL 7.7, Windows Server 2016), and database infrastructure (Oracle 19c RAC).
• Development and expansion activities aligned with business requirements, including system upgrades and new solution development.
• Adherence to technical, security, and performance standards as specified in the tender documentation.

Technical Requirements

The technical scope includes:

• Licensing for the current ECM environment with approximately 7,000 users, including specific modules such as Content Suite, Extended Workflow, and Oracle integration.
• Support for the existing hybrid environment comprising Linux and Windows servers, load balancers (F5), NFS storage (18TB), and Oracle RAC database.
• Provision of licenses for additional modules such as AppWorks, Business Applications (Document & Quality Control), Co-Authoring, and ECM development services.
• Implementation of security measures, including SSL certificates and single sign-on (Active Directory integration).
• System architecture supporting production and development tiers across Sandringham and Braamfontein locations.
• Compliance with mandatory standards, including OEM partnership proof, HUAWEI Cloud Stack partnership, and relevant security standards.
• Provision of support and development services, including system upgrades, migration, and expansion in line with business growth.

Skills and Skills Requirements

The bidder must demonstrate:

• Proven experience in providing OpenText ECM licenses and professional services, with references showing at least 5-6 years of relevant experience.
• Capability to support and develop solutions within a private cloud environment, including system upgrades, migration, and expansion.
• Strong technical expertise in OpenText Content Server, Extended ECM, and related modules, with proof of OEM partnership and reseller certifications.
• Experience in supporting hybrid environments combining Linux (RHEL 7.7) and Windows Server 2016, including load balancing and storage management.
• Ability to deliver system upgrades, security enhancements, and performance optimization.
• Capacity to provide ongoing technical support, including incident resolution, system maintenance, and user training.
• Knowledge of relevant standards, including ISO, security protocols, and OEM partnership requirements.
• Demonstrated project management skills for system development, migration, and expansion activities.

Summary

The successful bidder will be responsible for licensing renewal, system support, development, and expansion within a private cloud environment, ensuring system integrity, security, and performance over the five-year period. The bidder must possess extensive experience, technical expertise, and proven capability to support NHLS’s ECM infrastructure and future growth.
