Objectives

The primary objective of this tender is to solicit quotations from qualified service providers for the review and revision of the Municipal Health Services By-law. The aim is to ensure the by-law's enforceability, relevance, and alignment with current legal frameworks and best practices, thereby strengthening municipal health governance and public health management.

Scope

The scope encompasses the following activities:

• Conducting document analysis of existing by-laws and legislative frameworks.
• Benchmarking against best-practice models from comparable municipalities.
• Performing risk assessments to identify current and emerging public health risks.
• Preparing a revised by-law with updated definitions, enforcement mechanisms, penalties, and administrative procedures.
• Legal vetting of the revised by-law text.
• Facilitating internal consultations with the Municipal Health Services team and other departments.
• Engaging externally with local municipalities, provincial health authorities, business sectors, and stakeholders through meetings, workshops, and written submissions.
• Incorporating stakeholder feedback and preparing a consultation report.
• Finalizing the draft for Council approval and Gazette publication.
• Processing the final approved by-law for publication in the Provincial Gazette.

Technical Requirements

The technical requirements include:

• Comprehensive review and updating of the existing Municipal Health Services By-law.
• Identification of outdated provisions, gaps, and inconsistencies.
• Development of a revised by-law with clear definitions, enforcement mechanisms, penalties, and administrative procedures.
• Legal vetting of the draft by-law to ensure compliance with relevant legislation.

Skills Requirements

The successful service provider must demonstrate:
