Objectives

The primary objective of this tender is to procure reliable, compliant, and efficient transport services for Transnet SOC Ltd operating as Transnet Port Terminals Richards Bay (TPT RCB) over a period of 36 months. The services aim to support operational efficiency by ensuring timely employee transportation to and from specified residential areas, adhering to safety and regulatory standards, and supporting ad-hoc transportation needs within a 50 km radius.

Scope

The scope includes:

• Provision of transport to and from designated staff residential areas for all operational shifts within specified routes.
• Support for ad-hoc transportation requirements within a 50 km radius of Richards Bay, with additional charges applicable for distances exceeding 50 km.
• Support for Transnet divisions including TPT, TNPA, and TE in Richards Bay and surroundings.

Technical Requirements

The technical scope encompasses:

• Transport services that comply with Transnet policies, South African road regulations, and safety standards.
• Provision of a fleet of vehicles (65-seater, 35-seater, 22-seater, 14-seater) with capacity and availability as specified.
• Demonstration of experience in employee transportation, with at least three reference letters from clients within the last ten years.
• Fleet capacity supported by vehicle logbooks, lease agreements, or memoranda of understanding indicating availability for the contract duration.
• Implementation of a Business Continuity Plan covering community unrest, pandemics, fleet breakdowns, labor strikes, and safety incidents.
• Compliance with Occupational Health and Safety Act, National Railway Safety Regulator Act, and other relevant legislation.
• Provision of insurance cover (public liability, passenger liability, occupational injuries) and security clearance where applicable.

Skills Requirements

The skills and capabilities required from bidders include:

• Proven experience in employee transportation services, demonstrated through reference letters and operational history.
• Fleet management expertise, including vehicle maintenance, logbook management, and availability planning.
• Ability to develop and implement Business Continuity and Contingency Plans.
• Knowledge of South African road, safety, and railway safety legislation.
• Compliance with legal, safety, and security standards, including obtaining necessary security clearances.
• Financial stability and capacity to sustain service delivery over the contract period.
• Effective communication and reporting skills to ensure compliance and operational transparency.
