Objectives

The primary objective of this tender is to procure services for the Provision of Approved Inspection Authority Services for Transnet Pipelines. The aim is to ensure that inspections are conducted in accordance with regulatory standards, contractual obligations, and Transnet’s IMS requirements, promoting safety, quality, compliance, and operational efficiency throughout the project lifecycle.

Scope

The scope encompasses the provision of inspection authority services related to Transnet Pipelines projects. This includes activities such as pre-contracting assessments, contractor management, site establishment, inspections, audits, testing, commissioning, and project close-out. The services must cover all phases from planning to final handover, ensuring compliance with safety, environmental, quality, and security standards as outlined in the contract documentation and applicable regulations.

Technical Requirements

• Adherence to Transnet’s Integrated Management System (IMS) and relevant standards such as ISO 55001, ISO 14001, ISO 45001, ISO 9001, and ISO 17020.
• Implementation of contractor management processes including risk assessments, specifications development, contractor questionnaires, and approval of contractor management teams.
• Development and approval of Contractor Execution Plans, Compliance Files, and Induction procedures.
• Site readiness, legal permits, pre-site inspections, and issuance of Site Access Certificates prior to work commencement.
• Regular progress meetings, contract administration, and management of variations and amendments.
• Operational permits, occurrence reporting, inspections, audits, and management of non-conformances.
• Testing, commissioning, and final site inspections to ensure compliance and safety standards are met before project close-out.
• Preparation of comprehensive records and documentation for at least three years post-contract.

Skills Requirements

• Proven experience in contractor management, inspection, and quality assurance within pipeline or similar infrastructure projects.
• Knowledge of applicable standards, legislation, and regulatory requirements such as ISO standards, Occupational Health and Safety Act, and Railway Safety Act.
• Ability to develop and review specifications, contractor questionnaires, and execution plans aligned with IMS requirements.
• Competence in conducting risk assessments, audits, and inspections, including managing non-conformances and corrective actions.
• Strong project management skills to coordinate site establishment, permits, inductions, and close-out activities.
• Effective communication skills for conducting progress meetings, reporting, and stakeholder engagement.
• Technical expertise in safety, environmental management, quality assurance, and security protocols relevant to pipeline operations.
• Capability to prepare and manage comprehensive documentation, records, and reports in line with statutory and contractual obligations.
