Objectives

The primary objective of this tender is to procure employee transportation services for Transnet SOC Ltd (operating as Transnet Port Terminals) at the Durban BBC Terminals for a period of thirty-six (36) months. The aim is to establish a partnership with a qualified service provider to ensure safe, reliable, and efficient transportation of employees between their residences and work locations, adhering to safety, legal, and environmental standards.

Scope

The scope includes providing comprehensive employee transportation services across multiple locations within Durban, specifically:

• Durban Point Multi-Purpose Terminal
• Agribulk Terminal
• Durban Car Terminal (RORO Terminal)
• Maydon Wharf

The services encompass:

• Provision of a fleet of vehicles (including leased or owned), compliant with relevant transport regulations and safety standards.
• Transportation of employees from designated residential areas to work and back, with specified shift timings.
• Ensuring vehicles are registered, roadworthy, and operated by qualified drivers with valid licenses and permits.
• Adherence to safety, environmental, and legal requirements, including permits, licensing, and compliance with legislation.
• Provision of trade references demonstrating experience in employee transportation over the past five years.
• Implementation of safety measures, vehicle maintenance, and incident procedures.

Technical Requirements

The technical requirements for the tender include:

• Vehicle Fleet: Minimum of four (4) 15-seater vehicles and two (2) 65-seater buses, all certified roadworthy, with valid licenses and permits, not older than one year.
• Driver Qualifications: Drivers must hold valid licenses (Code 14 EC with PrDP, Code 10 C1 with PrDP), with certified copies submitted. Drivers must be medically fit, sober, and free from criminal records.
• Experience & References: At least two (2) trade references from clients demonstrating a minimum of five (5) years of experience in employee transportation, with detailed letters on client letterhead.
• Safety & Compliance: Vehicles and drivers must comply with all relevant legislation, permits, and safety standards, including local authority permits, taxi association affiliations, and adherence to the Occupational Health and Safety Act.
• Environmental & Green Policies: Bidders must submit policies related to waste disposal, recycling, and energy conservation, demonstrating environmental responsibility.
• Insurance & Security: Adequate insurance coverage (minimum R5 million public liability), security clearances for personnel, and compliance with security protocols.
• Operational & Logistical: Vehicles must be designed for passenger transport, with routes and schedules aligned to shift timings, and capable of meeting emergency or short-notice requirements.
• Reporting & Documentation: Regular reporting on vehicle status, incidents, and compliance, with proper record-keeping and documentation for audit purposes.
