Objectives

The primary objective of this tender is to secure a service provider capable of delivering comprehensive hygiene services across various office buildings, depots, and marine crafts around the Port of Durban. The contract aims to ensure cleanliness, hygiene, and sanitation standards are maintained consistently over a period of thirty-six (36) months, supporting the operational needs of Transnet and its associated facilities.

Scope

The scope encompasses the provision of hygiene-related services at multiple locations within the Port of Durban, including:

• Office buildings
• Depots
• Marine crafts

The services include, but are not limited to, handwashing facilities, sanitary waste disposal, air freshening, toilet seat cleaning, and urinal sanitation. The work will be executed in accordance with the Schedule of Requirements and Work Orders issued under the contract, with specific deliverables outlined in the associated Work Order.

Technical Requirements

The technical requirements for the tender include:

• Provision of hygiene products such as soap, seat wipes, air fresheners, and urinal sanitizers.
• Adherence to specified service levels and performance standards as detailed in the Service Level Agreement (SLA).
• Compliance with health, safety, and environmental legislation, including Occupational Health and Safety Act and environmental management policies.
• Maintenance of proper records of transactions and service delivery for at least five (5) years.
• Provision of qualified personnel who comply with security, conduct, and safety requirements of Transnet.
• Implementation of risk management procedures, including regular contract progress meetings and risk register updates.
• Provision of appropriate insurances covering liabilities, damages, and injuries related to service delivery.
• Compliance with confidentiality, data protection, and POPIA regulations concerning personal information.

Skills Requirements

The skills and competencies required from the service provider include:

• Experience in delivering hygiene and sanitation services in large-scale or port environments.
• Qualified and trained personnel with knowledge of health and safety standards.
• Ability to maintain high standards of cleanliness and hygiene consistently.
• Strong record-keeping and reporting skills for service delivery and transaction documentation.
• Proficiency in managing environmental and safety compliance requirements.
• Capability to implement risk management and quality assurance processes.
• Effective communication and coordination skills for contract management and performance reviews.
