Objectives

The primary objective of this tender is to appoint a professional civil and structural engineering service provider to support the construction of the Molteno Clinic. The selected service provider will deliver comprehensive civil and structural engineering services throughout the project lifecycle, ensuring compliance with relevant standards, legislation, and project objectives.

Scope

The scope of work includes:

• Provision of professional civil and structural engineering consulting services for the construction of Molteno Clinic.
• Design, review, approval, and record-keeping of engineering works, including structural and civil components.
• Coordination with other project professionals such as electrical, mechanical, architectural, and quantity surveying teams.
• Provision of services across all project stages: inception, concept and viability, design development, documentation and procurement, contract administration, inspection, and project close-out.
• Outsourced services such as construction health and safety, electrical, mechanical, architectural, and quantity surveying to be integrated into the project team.
• Provision of a registered engineer for the duration of the project (36 months), with responsibilities including checking, approving, and decision-making on engineering works.
• Compliance with the latest engineering standards, guidelines, and legislation, including the Engineering Profession Act and DPW manuals.

Technical Requirements

The technical requirements include:

• Registration with the Engineering Council of South Africa (ECSA) as a Professional Engineer, Technologist, or Technician.
• Provision of services in accordance with the Civil Engineering Manual PW 374 and the Manual for Consulting Structural Engineers.
• Preparation of designs, drawings, specifications, and reports aligned with project objectives and standards.
• Coordination with local authorities and stakeholders, ensuring all necessary approvals and ratifications are obtained.
• Implementation of quality control measures and adherence to safety and environmental regulations.
• Provision of disbursements such as printing, copying, and travel costs, in line with government rates.
• Timely delivery of services across all project phases, with flexibility for scope adjustments as per project budget and requirements.

Skills Requirements

The successful tenderer must possess:

• Registered professional engineers, technologists, or technicians with relevant civil and structural expertise.
• Experience in designing and managing civil and structural components for healthcare or similar infrastructure projects.
• Proven ability to coordinate multidisciplinary teams and liaise effectively with stakeholders and authorities.
• Knowledge of applicable legislation, standards, and best practices in South Africa’s built environment sector.
• Capability to provide comprehensive project management, including design, approval, documentation, and site supervision.
• Demonstrated skills in quality assurance, risk management, and adherence to safety protocols.
• Capacity to contribute to skills development and training during project execution, addressing professional staff shortages.
