Objectives

The primary objective of this tender is to appoint a qualified service provider to manage the Knysna Municipality's Short-Term Insurance Portfolio over a period of 36 months. The provider will be responsible for placement, administration, claims management, renewal, risk assessment, and capacity building related to the municipality’s insurance needs.

Scope

• Overall management of the municipality’s Short-Term Insurance Portfolio.
• Placement of insurance cover with reputable underwriters.
• Claims administration, including registration, assessment, settlement, and reporting.
• Review and renewal of insurance policies annually to minimize losses/liabilities.
• Provision of risk assessments and capacity building/training for municipal staff.
• Handling of all underwriting processes, including documentation and communication with underwriters.
• Regular meetings with municipal officials to advise on insurance matters.

Technical Requirements

• Placement of insurance with financially stable, statutory-compliant underwriters.
• Claims management including timely registration, assessment, settlement, and reporting.
• Provision of annual risk assessments to ensure adequate coverage.
• Submission of detailed premium calculations and schedules in Excel format.
• Adherence to legislative and regulatory requirements, including SARS tax compliance and insurance regulations.
• Provision of comprehensive insurance cover as per detailed schedules, including assets, liabilities, and specific coverages such as SASRIA, public liability, and motor fleet.
• Regular review and renewal of policies, with confirmation of cover in writing.
• Assistance with obtaining necessary certificates, such as deregistration and tax compliance.

Skills and Experience Requirements

• Registered and licensed insurance brokerage with relevant authorities (e.g., SAFSIA, FSCA).
• Qualified and experienced insurance professionals, including a dedicated service consultant.
• Proven track record of managing municipal or public sector insurance portfolios, with at least three references from South African municipalities.
• Capability to provide professional advice on insurance placement, claims, and risk management.
• Ability to prepare detailed premium calculations and manage large insurance portfolios.
• Compliance with all legislative, regulatory, and professional standards, including ISO 9001 certification and professional indemnity insurance.
• Capacity to handle assessments, evaluations, and claims within specified timeframes.
• Experience in managing complex insurance policies, including property, motor fleet, electronic equipment, and liability coverages.
