Objectives

The primary objective of this tender is to secure waste management services for the National Health Laboratory Service (NHLS) Sandringham campus over a period of five (5) years. The service aims to ensure the safe, compliant, and efficient collection, sorting, recycling, treatment, transportation, and disposal of various waste streams generated at the NHLS site, including general, hazardous, recyclable, electronic, and medical waste.

Scope

The scope encompasses comprehensive waste management activities at the NHLS Sandringham campus, including:

• Collection and transportation of waste from designated points within the campus.
• Sorting and separation of recyclable and non-recyclable waste, including fluorescent tubes and electronic waste.
• Recycling of specified waste streams at NHLS-approved facilities.
• Proper treatment, removal, and disposal of general, hazardous, and electronic waste at licensed disposal sites.
• On-site waste management, including personnel, equipment, and safety measures.
• Reporting, communication, and compliance with environmental and safety standards.
• Provision of necessary equipment, consumables, uniforms, PPE, and relief staff.
• Adherence to health, safety, and environmental legislation and standards.

Technical Requirements

The technical specifications include:

• Provision of waste collection vehicles, skips, wheelie bins, and recycling containers as specified.
• Implementation of waste sorting and recycling processes aligned with ISO 14001 standards.
• Use of licensed and registered disposal and recycling facilities, with proof of permits and agreements.
• Proper handling and disposal of hazardous waste, including fluorescent tubes and electronic waste, with destruction certificates.
• On-site waste management activities, including waste segregation, container management, and site cleanliness.
• Accurate reporting on waste volumes, recycling rates, and environmental performance.
• Compliance with health, safety, and environmental legislation, including ISO 45001 or 14001 standards.
• Provision of trained personnel, PPE, uniforms, and adherence to health and safety protocols.
• Effective communication, complaint management, and continuous performance monitoring.

Skills and Capacity Requirements

The bidder must demonstrate:

• At least ten (10) years of experience in general waste management services, with contactable references.
• Proven capability to manage waste streams similar in size and complexity to NHLS Sandringham.
• Qualified and experienced project management and operational teams, including a dedicated contract manager with a minimum of three (3) years of relevant experience.
• Availability of suitable vehicles, equipment, and infrastructure to meet the service requirements.
• Compliance with all legal, health, safety, and environmental standards, including valid permits and accreditations.
• Ability to provide comprehensive training, PPE, uniforms, and relief staffing as required.
• Strong reporting, communication, and stakeholder engagement skills.
• Capacity to implement and monitor environmental management systems aligned with ISO standards.
