Objectives

The primary objective of this tender is to establish a panel appointment for the purchase of electrical power from energy traders and/or aggregators for the City of Cape Town, with a capacity of up to 500MW. The initiative aims to diversify energy sources, enhance energy security, and facilitate the procurement of cost-effective renewable energy through a structured, competitive process.

Scope

The scope encompasses procuring bulk electrical energy via Power Purchase Agreements (PPAs) with selected energy traders and aggregators. Successful bidders will enter into PPAs with durations ranging from 1 to 10 years, with the possibility of multiple or single agreements. The procurement process involves secondary work orders based on panel responses, with the overall contract period extending up to 180 months. The process includes technical and financial evaluation, compliance with regulatory and grid connection standards, and transfer of green attributes such as Renewable Energy Certificates (RECs).

Technical Requirements

• Contracted capacity of at least 5 MWac per project.
• First power delivery within 36 months of signing the PPA.
• Energy must be sourced from within South Africa and connected to the national grid.
• Compliance with grid technical standards and quality specifications as per submitted generation profiles.
• Renewable energy attributes (e.g., RECs) to be transferred to the CCT.
• Operational permits, land access, and connection agreements are the responsibility of the successful bidder.
• Adherence to the specifications outlined in Schedule C.5, including performance and measurement standards.

Skills and Skills Requirements

• Proven experience in energy trading, power generation, and market trading execution, demonstrated through completed projects and traded volumes over the past five years.
• Technical competence in renewable energy project development, grid connection, and compliance with technical standards.
• Financial capacity and resources to support project development, operation, and compliance obligations.
• Legal and regulatory knowledge, including licensing requirements from NERSA and environmental regulations.
• Ability to provide verifiable evidence of existing energy contracts, generation assets, and market trading activities.
• Capacity to manage green attribute transfer and REC registration processes.
• Experience in executing Power Purchase Agreements and managing contractual obligations over long-term periods.
