Tender Summary

Summary of Tender: Q14/2026-2027

Objectives

The primary objective of this tender is to appoint a qualified service provider to deliver a comprehensive building structural training programme to Town Planning Officials of the Cederberg Municipality. The training aims to equip learners with the necessary competencies in building structural design, ultimately leading to a nationally recognised qualification. The service provider is expected to manage the entire training process, from facilitation and assessment to certification and reporting, while accommodating learners at different levels of understanding.

Scope of Services

The scope of work is extensive and covers the full training lifecycle:

  • Training Delivery: Facilitate the "Building Structural Design" programme at NQF Level 5, with a duration of approximately 12 months. The preferred venue is online via Teams, and the language of instruction is English.
  • Assessment & Moderation: Conduct both formative (during learning) and summative (final) assessments, including written tests, assignments, case studies, and practical demonstrations. The provider must also arrange for the collection of Portfolios of Evidence (POEs) from the municipality.
  • Certification & Reporting: Provide laminated certificates and Statements of Results (SOR) for competent learners, register learners on the National Learner Record Database (NLRD) where applicable, and submit comprehensive monthly reports on learner progress and attendance.
  • Course Material & Support: Supply all necessary training materials, including learner guides, pens, and paper, and provide any additional documentation required for the learning process.
  • Customisation: The training must be open to customisation to align with the core functions of the municipality.

Technical Requirements

Bidders must demonstrate the capacity to deliver the service by providing proof of the following:

  • Accreditation: Valid accreditation with a relevant Quality Assurance Body, SETA, or the Quality Council for Trades and Occupations (QCTO).
  • Language Proficiency: The ability to facilitate in at least two of the official languages of the Western Cape.
  • Methodology: A clear and detailed technical approach to address all training requirements, with a focus on adult learning principles.
  • Experience: Evidence of similar services rendered to other organisations, with reference letters. Preference is given to experience within the Western Cape and the West Coast area.

Skills and Experience Requirements

Bidders will be evaluated on functionality and must achieve a minimum score of 20 out of 35 points to be considered further. The evaluation criteria are:

  • Company & Facilitator Experience (15 points): A detailed exposition of relevant experience. 1-3 years' experience scores 5 points, while 4 or more years' experience scores 10 points. Additional points are awarded for accreditation with a relevant SETA/Professional body (up to 5 points).
  • Accreditation (10 points): Proof of accreditation with a relevant SETA/Professional body.
  • Similar Services (10 points): Provision of 3-5 reference letters for similar services rendered. 5 reference letters score 8 points, and 3 reference letters score 2 points.

Important Terms and Conditions

  • Evaluation: The tender will be evaluated using the 80/20 preference points system, where 80 points are for price and 20 points for specific goals (10 for B-BBEE status and 10 for locality).
  • Functionality: As noted above, bidders must first pass the functionality threshold (20/35 points) before their price is considered.
  • Validity: Quotations must remain valid for at least 60 days from the closing date.
  • Compliance: Bidders must be registered on the Central Supplier Database (CSD), have a valid Tax Compliance Status, and submit all required MBD forms (including Declaration of Interest, Preference Points Claim, and Certificate of Independent Bid Determination).
  • Payment: Invoices will be paid within 30 days of service delivery.

Joint Ventures, Consortia and Subcontracting:

Most large tenders are composed of tasks in a number of different fields, and it is not always possible for a single company to cater for all of them, and therefore Joint Ventures and Consortia are formed to then submit a tender together.

Government tenders are also requiring the subcontracting of a percentage of the tender work, and the trouble is then finding Subcontractors to comply with the tender requirements

To assist companies with finding tender partners and subcontractors, you can now submit your contact details and company information on this page, so other interested parties can contact you for purposes of forming Joint Ventures and subcontracting

You will need to supply your details on every tender you are interested in tendering for. For this you need an active Business Listing - Register and Login at My Account to create a Business Listing

NOTE: This is not a tender application form, it is meant to facilitate the meeting of partners to form a Joint Venture or Subcontractor relationship for this tender only
