Objectives

The primary objective of this tender is to procure services for the servicing and maintenance of fire extinguishers and related fire safety equipment within the Cederberg Municipal Area. The aim is to ensure that all fire extinguishers and hose reels are maintained in accordance with relevant standards (SANS 10105-1 and SANS 1475-2), ensuring their functionality and compliance for effective fire safety management.

Scope

The scope of work includes:

• Servicing and maintenance of fire extinguishers across various locations within the municipal area, including Clanwilliam, Graafwater, Lamberts Bay, Elands Bay, Citrusdal, and Algeria.
• Servicing and maintenance of fire hose reels at designated sites.
• Conducting fire risk assessments and submitting location lists of all fire protective equipment.
• Performing external checks, cleaning, corrosion examination, component inspection, and functionality testing of fire extinguishers and hose reels.
• Furnishing service labels with relevant inspection data and sealing handles to prevent unauthorized use.
• Providing certification, including compliance with SAQCC registration, SABS registration, and valid Letter of Good Standing from the Compensation Commissioner.

Technical Requirements

The technical requirements specify that:

• Servicing must be performed in accordance with SANS 10105-1 for fire extinguishers and SANS 1475-2 for fire hose reels.
• All inspections include checking for corrosion, physical damage, wear, kinking, mounting integrity, pressure device operation, and water seals.
• Extinguishers must be fully functional, with mass verification if applicable, and labels must be properly affixed and sealed.
• Fire hose reels require inspection of water control fittings, components, and proper positioning of service labels.
• All servicing must be documented with waterproof labels indicating inspection details, pressure, and seal integrity.
• Certification of compliance with relevant standards and registration requirements must be submitted with the quotation.

Skills Requirements

The successful service provider must possess:

• Registered and certified technicians with South African Qualification and Certification Committee (SAQCC) registration.
• SABS registration in terms of SANS 1475 for fire equipment servicing.
• Valid Letter of Good Standing from the Compensation Commissioner.
• Experience in conducting fire safety equipment inspections, maintenance, and certification in accordance with national standards.
• Ability to produce detailed reports, certificates, and documentation of all servicing activities.
• Knowledge of municipal procurement procedures and compliance with relevant legal and safety standards.
