Objectives

The primary objective of this tender is to procure accredited basic firefighting training services for Cederberg Municipality. The aim is to deliver comprehensive training programs that ensure learners are trained and competent in firefighting techniques, safety procedures, and equipment handling, aligned with nationally accepted standards.

Scope

The scope includes providing training services for firefighting levels 1 & 2, including facilitation, assessment, moderation, certification, and reporting. The service provider must deliver training at municipal venues, customize training to meet municipal core functions, and accommodate learners at different levels and implementation stages. The scope also covers providing course materials, training equipment, facilitators, and ensuring learners are registered on the National Learner Record Database where applicable.

Technical Requirements

• Provision of accredited training for Firefighting Level 1 & 2, covering topics such as fire types, prevention, equipment, firefighting procedures, and safety.
• Facilitation of training at municipal venues, with the ability to customize content based on municipal needs.
• Conduct formative and summative assessments, including learner evaluations and certification.
• Arrange collection of Portfolio of Evidence (POE) and certification of learners.
• Provide laminated certificates and statements of results.
• Ensure training is delivered in English, with proof of relevant experience and accreditation with a recognized Quality Assurance Body or SETA.
• Provide comprehensive monthly reports on learner progress and attendance.
• Ensure all training materials, facilitators, and equipment are provided and suitable for adult learning principles.

Skills Requirements

• Proven experience in delivering firefighting training, with reference letters and project details.
• Accreditation or registration with a recognized Quality Assurance Body (e.g., SETA, QCTO).
• Ability to speak at least two official languages of the Western Cape.
• Demonstrated competence in training facilitation, assessment, moderation, and certification processes.
• Capability to develop and implement training methodologies aligned with national standards.
• Experience in providing similar training services to other organizations, especially within the Western Cape region.
• Qualified facilitators with appropriate educational qualifications and experience.
