Objectives

The primary objective of this tender is to appoint a maximum of three (03) service providers for the supply and delivery of HV, MV, and LV cables and conductors to Rustenburg Local Municipality for a period of three years. The aim is to ensure reliable procurement of high-quality cables and conductors to support municipal infrastructure needs over the contract duration.

Scope

The scope includes the supply, delivery, and associated technical specifications of various types of cables and conductors, including:

• HV (High Voltage) cables up to 88 kV, including XLPE-insulated, copper, and aluminum conductors.
• MV (Medium Voltage) cables, including 11 kV, 33 kV, and 88 kV, with specified insulation, sheathing, and marking requirements.
• LV (Low Voltage) underground cables, including armoured and non-armoured types, with specified standards and markings.
• Conductors for different voltage levels, including PVC-insulated, copper, and aluminum conductors.

The contract covers manufacturing, testing, packaging, labeling, and delivery of these cables and conductors in accordance with specified standards and technical specifications.

Technical Requirements

The technical requirements are detailed and include:

• Compliance with relevant standards such as SANS 1339, SANS 1507, IEC 60840, and NRS 077.
• Use of locally manufactured cables that bear the SABS mark, with specific embossing and sequential length markings.
• Manufacturing to include specific conductor materials (copper or aluminum), insulation types (XLPE or MDPE), and water-blocking features.
• Delivery on non-returnable drums with clear labels indicating cable type, size, order number, and length.
• Provision of manufacturer’s test certificates for each delivery, covering pressure, bonding, insulation resistance, and conductor resistance tests.
• Adherence to the specified technical data sheets, including operating voltage, system earthing, fault level, and conductor cross-sectional areas.
• Warranty of at least 12 months from delivery, with provisions for repair or replacement of defective goods.

Skills and Skills Requirements

The tender requires bidders to demonstrate:

• Proven experience in manufacturing or supplying high voltage, medium voltage, and low voltage cables and conductors in accordance with South African standards.
• Capability to produce locally manufactured cables that meet SANS 1339 and other relevant standards, with valid SABS certification.
• Ability to provide comprehensive technical documentation, including datasheets, catalogues, and test certificates.
• Capacity to handle large-scale delivery logistics, including packaging, labeling, and timely delivery to municipal stores.
• Experience in providing after-sales support, maintenance manuals, and warranty services.
• Knowledge of procurement legislation, supply chain management, and compliance with municipal and national regulations.
• Qualified personnel with technical expertise in cable manufacturing, testing, and quality assurance.
