Objectives

The primary objective of this tender is to appoint service providers at various drop-off facilities to recover and sort recyclable materials from waste streams, contributing to waste minimisation and diversion from landfills. The service aims to maximize recovery of recyclable materials (excluding garden waste) through salvaging, sorting, and beneficiation activities, with the ultimate goal of promoting waste diversion and environmental sustainability.

Scope

The scope includes:

• Recovery and sorting of recyclable materials at designated drop-off facilities across the City of Cape Town.
• Salvaging rights over recyclable and reusable materials, with sale or donation of recovered materials.
• Management of recyclable materials, including sorting, storage, and beneficiation (sale/donation).
• Provision of resources, equipment, and personnel necessary for the recovery and sorting activities.
• Compliance with licensing, accreditation, and safety standards, including accreditation as waste management service providers.
• Monthly reporting of recyclable materials recovered, sold, or donated.
• Operational management of facilities, including housekeeping, safety, and staffing, operating 7 days a week during specified hours.

Technical Requirements

The technical requirements encompass:

• Recovery and sorting of recyclables such as paper, plastics, metals, glass, electronic waste, and construction waste.
• Exclusive salvaging rights over recyclable materials (excluding garden waste).
• Provision of necessary equipment including balers, containers, scales, cages, and cleaning tools, as per site-specific equipment lists.
• Management of designated sorting areas, ensuring cleanliness, safety, and swift turnaround (maximum 7 days).
• Compliance with licensing, accreditation, and health & safety standards.
• Monthly statistics reporting on recyclable materials sold/donated and operational data.
• Implementation of waste beneficiation activities, including sale or donation of recovered materials.
• Operational hours aligned with City requirements, including weekends and public holidays.

Skills and Skills Requirements

The tender emphasizes the following skills and personnel qualifications:

• Project Manager: Minimum Grade 12 or equivalent, with proven experience in project management and waste management. Must submit CV and proof of qualification.
• Site Foreman/Team Leader: Supervisory experience in waste management, with CV and relevant experience attached. Minimum number of foremen per facility specified.
• Workers: Skilled workers with minimum wages as per Sectorial Determination 1, trained in waste recovery and sorting activities.
• Resource Management: Ability to operate and maintain equipment, manage safety, housekeeping, and operational logistics.
• Accreditation: Valid waste management service provider accreditation, with proof submitted at award stage.
• Operational Skills: Ability to manage daily operations, ensure safety, maintain cleanliness, and meet reporting deadlines.

Overall, personnel must demonstrate technical competence, experience in waste management, safety awareness, and capacity to operate within the specified operational and safety standards.
