Tender Summary

Tender Summary: Refurbishment of Bulk Infrastructure – Southern Region (Phase 2)

Objectives

The primary objective of this tender is to rehabilitate and upgrade critical bulk water and sanitation infrastructure across the southern region. The project aims to improve operational efficiency, ensure consistent service delivery, extend asset lifespans, and bring treatment plants and pump stations into full compliance with municipal and national regulatory standards.

Scope of Work

The contract covers the comprehensive refurbishment of bulk infrastructure, specifically including:

  • Bulk water treatment plants
  • Wastewater treatment plants
  • Pump stations
  • General building maintenance for associated facilities
  • Civil works for structural repairs, foundations, and site improvements
  • Electromechanical equipment supply, installation, testing, and commissioning

Technical Requirements

  • Contractor Classification: Bidders must hold a minimum Construction Industry Development Board (CIDB) grading of 7CE.
  • Preference Allocation: Preferential procurement points are awarded exclusively to contractors who meet or exceed the 7CE threshold.
  • Documentation Compliance: Tenders must be prepared and submitted using the official tender package issued by the employer. Late submissions and electronically filed bids will be disqualified.
  • Financial & Operational Capacity: Contractors must demonstrate proven financial stability and operational capability to manage medium-to-large civil and electromechanical projects aligned with the specified grading.

Skills Requirements

Although the notice does not itemize specific personnel qualifications, the scope inherently requires bidding companies to deploy:

  • Licensed civil engineers and artisans skilled in water infrastructure rehabilitation and structural concrete works
  • Certified electromechanical technicians proficient in pump systems, motor controls, SCADA interfaces, and treatment plant machinery
  • Experienced project managers with a track record in municipal bulk utility projects
  • Occupational health, safety, and environmental specialists compliant with industrial water facility regulations

Explanation of Key Terms

CIDB Grading 7CE: This designation refers to South Africa’s Construction Industry Development Board contractor evaluation framework. The “C” indicates Civil Engineering, while “E” signifies an engineering-led grading stream. Grade 7 is a high-tier classification that certifies a contractor’s financial turnover, technical capacity, and managerial competence to execute complex, high-value infrastructure projects. It ensures the firm can safely and efficiently deliver specialized civil and electromechanical works without compromising project timelines or quality standards.

Joint Ventures, Consortia and Subcontracting:

Most large tenders are composed of tasks in a number of different fields, and it is not always possible for a single company to cater for all of them, and therefore Joint Ventures and Consortia are formed to then submit a tender together.

Government tenders are also requiring the subcontracting of a percentage of the tender work, and the trouble is then finding Subcontractors to comply with the tender requirements

To assist companies with finding tender partners and subcontractors, you can now submit your contact details and company information on this page, so other interested parties can contact you for purposes of forming Joint Ventures and subcontracting

You will need to supply your details on every tender you are interested in tendering for. For this you need an active Business Listing - Register and Login at My Account to create a Business Listing
