Objectives

The primary objective of this tender is to rehabilitate the sewer pipe bridge in Khayalethu by re-routing the outfall sewer lines. The work aims to replace the collapsed sewer manholes, ensure the integrity of the sewer infrastructure, and improve sanitation services in the area.

Scope

The scope of work includes:

• Site clearing and preparation in a heavily forested and polluted area.
• Bulk earthworks, trench excavation, and bedding for sewer pipes.
• Installation of sewer pipes, construction of manholes, and backfilling of trenches.
• Construction of gabions and other retaining structures.
• Protection of existing services and infrastructure.
• Management of temporary works, site establishment, and environmental controls.
• Coordination with existing services and ensuring minimal disruption to surrounding properties.
• Compliance with health, safety, and environmental regulations throughout the project.

Technical Requirements

The technical requirements include:

• Design and approval of temporary works, including drawings and procedures.
• Use of specified materials compliant with relevant SANS standards and international standards where applicable.
• Implementation of geotechnical investigations and site-specific risk assessments.
• Adherence to environmental management plans and safety protocols.
• Use of approved plant, machinery, and equipment, with proper inspection and maintenance.
• Location and protection of existing underground services, with minimal damage and proper reinstatement.
• Provision of site facilities, security, and access control.
• Monitoring weather conditions and implementing measures to mitigate delays caused by adverse weather.

Skills and Technical Competencies Required

The tenderer must demonstrate:

• Minimum CIDB grading of 5 CE or higher, with relevant experience in sewer infrastructure projects.
• Proven track record in similar sewer rehabilitation projects, with successful completion within the last 10 years.
• Qualified personnel including:
• Contracts Manager (minimum NQF 6 qualification, 5+ years experience)
• Construction Manager (minimum NQF 6 qualification, 5+ years experience)
• Foreman (minimum NQF 5 qualification, 5+ years experience)
• Health and Safety Officer (registered CHSO or higher, 5+ years experience)
• Capability to manage subcontractors, including Targeted Enterprises and QSE/EME subcontractors, ensuring compliance with procurement and socio-economic targets.
• Financial capacity to undertake the project, evidenced by bank ratings and relevant financial references.
• Availability of plant and equipment, including owned or hired machinery, with proof of registration and certification.
• Ability to develop and implement quality assurance and environmental management plans.
• Knowledge of health and safety regulations, with experience in managing construction safety and environmental compliance.
