Objectives

The primary objective of this tender is to lease a building suitable for use as a Municipal Payment and Licensing Office, with the lease ending on 30 June 2029 from the date of appointment. The purpose is to establish a secure, accessible, and compliant office environment to facilitate municipal payment and licensing services.

Scope

The scope includes the rental of a building in the Knysna CBD that meets specific requirements such as size (~1000 m²), security, accessibility, and facilities for staff and public use. The building must be ready for occupation within 60 days of appointment and should include parking, security features, disability access, and compliance with relevant health and safety standards. The lease period is until 30 June 2029.

Technical Requirements

• Building located in the Knysna CBD with approximately 1000 m² floor space.
• Secure environment promoting safety for employees, stakeholders, and visitors.
• Provision for access for people with disabilities, including ramps and lifts if multi-storey.
• Office layout with payment windows behind bullet-proof glass and security doors separating public and secure areas.
• Parking bays: approximately 40 for staff and public.
• Building must be fully OHASA compliant, with necessary certificates (occupancy, fire safety, electrical, sprinkler systems, etc.).
• Facilities for emergency ingress/egress, assembly points, and proximity to public transport.
• Building sketches, plans, photographs, proof of ownership, and zoning certificates must be submitted.
• Building must be ready for occupation within 60 days, with necessary infrastructure (water, electricity, security, IT, etc.).

Skills and Compliance Requirements

• Bidder must demonstrate compliance with Occupational Health and Safety Act of 1993.
• Provision of all relevant compliance certificates: electrical, fire safety, lift maintenance, sprinkler systems, evacuation plans, and air conditioning assessments.
• Submission of proof of ownership or lease agreement, and relevant building permits.
• Ability to deliver the building in a secure, accessible, and fully operational condition within 60 days.
• Experience in managing property leases and ensuring building compliance with health, safety, and accessibility standards.
• Bidder must be registered on the Municipality’s Accredited Supplier Database and CSD.
• Adherence to procurement policies, including preference points system (80/20), and submission of valid BBBEE certificates.
• Understanding of municipal procurement regulations and ability to meet technical specifications and deadlines.
