Objectives

The primary objective of this tender is to upgrade municipal street lighting infrastructure by replacing one hundred existing street lights with solar-powered fittings. The initiative aims to enhance public safety, reduce dependence on grid electricity, lower long-term operational and maintenance costs, and support sustainable energy practices within the municipality's jurisdiction.

Scope of Work

The successful contractor will be responsible for the complete delivery of the project, which includes:

• Supply, transportation, and handling of one hundred solar street light fittings and associated components.
• Civil and electrical installation works, including foundation preparation, mounting, wiring, and system integration.
• Testing, commissioning, and performance verification of all installed units.
• Final handover and documentation to the employer, ensuring full compliance with municipal standards and the issued tender documentation.

Technical Requirements

• Contractors must possess a minimum CIDB contractor grading of 2EP or higher.
• Submission must include a detailed project methodology, a comprehensive schedule of plant and equipment, and verifiable evidence of relevant experience and technical capability.
• Tenders must strictly adhere to the municipality's prescribed protocols for sealing, addressing, and physical delivery. Electronic submissions and late tenders will be automatically rejected.
• A non-refundable tender deposit of R1.00 is required upon collection of the tender documents.
• Bidders must achieve a minimum functionality score of seventy out of one hundred points to qualify for price evaluation.

Skills Requirements

• Proven experience in executing similar solar lighting or electrical infrastructure projects.
• Technical expertise in solar photovoltaic system design, installation, testing, and maintenance.
• Strong project management capabilities to coordinate site logistics, plant scheduling, and timely project completion.
• Ability to meet preferential procurement targets, demonstrating alignment with ownership structures that prioritize youth, women, persons with disabilities, and black South African entrepreneurs.

80/20 Preferential Procurement System: A standard South African public procurement framework where eighty points are awarded based on competitive pricing, and twenty points are allocated to Broad-Based Black Economic Empowerment (BBEE) goals. The twenty points are distributed across four categories: youth-owned enterprises (seven points), women-owned enterprises (four points), disability-owned enterprises (two points), and black-owned enterprises (seven points).

Functionality Threshold: A pre-qualification mechanism requiring bidders to score at least seventy out of one hundred on technical criteria (experience, capability, methodology, and plant schedule) before their financial proposals are considered.
