Objectives

The primary objective of this tender is to acquire the entire or part of the ELIDZ Fort Jackson complex through a competitive bidding process. The ELIDZ aims to dispose of the property to suitable bidders who will develop or utilize the site in accordance with the zone's strategic goals, supporting industrial development and economic growth within the Eastern Cape region.

Scope

The scope involves the sale and transfer of the entire Fort Jackson complex, including multiple erf parcels and buildings, or designated sections thereof. The property encompasses industrial, institutional, and ancillary buildings, as well as vacant land, totaling approximately 106,071 m². The successful bidder will be required to enter into a sale agreement, develop the property as per approved plans, and comply with zone rules and conditions.

Preference is given to bidders acquiring the entire property, but partial acquisitions are also considered.

Technical Requirements

• Submission of a comprehensive technical proposal demonstrating the bidder’s capacity to develop or utilize the property.
• Provision of detailed business plans, industry experience, and references relevant to industrial development sectors such as energy, logistics, textiles, etc.
• Verification of financial capacity through audited financial statements or bank letters confirming sufficient funds.
• Compliance with zone development rules, environmental regulations, and servitude conditions.
• Submission of all mandatory documentation including company registration, tax clearance, BBBEE certificates, and relevant licenses or memberships.
• Adherence to the minimum bid offer of R16.4 million (excluding VAT) for the entire complex.
