Objectives

The primary objective of this tender is to engage a qualified service provider to develop and compile a comprehensive Full-Scale Project Proposal and Plan aimed at Mercury Mitigation in Non-Ferrous Metal Smelting Facilities in South Africa. This initiative supports the global effort to eliminate mercury emissions from sectors such as copper, lead, zinc, and industrial gold production, aligning with the objectives of the GEMINI project and the Minamata Convention on Mercury.

Scope

The scope encompasses the provision of professional services to:

• Develop a detailed Full-Scale Project Proposal and Budget, including all necessary annexures and supporting documentation, for submission to the GEF for endorsement.
• Compile and populate project annexures such as financing tables, endorsement letters, results frameworks, and environmental/social safeguards documentation.
• Create detailed work plans, stakeholder engagement strategies, gender assessments, and risk management plans.
• Coordinate with relevant stakeholders including DFFE, NCPC, UNEP, and other industry participants.
• Ensure alignment with GEF programming strategies, country priorities, and environmental safeguards.
• Prepare a consolidated CEO Endorsement/Approval report for submission and review.

Technical Requirements

The technical scope includes:

• Provision of a qualified project team with relevant expertise, including environmental management, project management, and experience with donor-funded proposals.
• Development of a comprehensive project methodology, including a Theory of Change, detailed project plan, milestones, and risk mitigation strategies.
• Preparation of all project annexures, including environmental and social safeguards, stakeholder engagement, gender assessments, and budget breakdowns.
• Demonstrated experience with GEF or similar international funding processes and templates.
• Coordination with ongoing initiatives and integration of existing knowledge and policies.

Skills Requirements

The successful bidder must possess:

• Strong technical expertise in environmental management, project proposal development, and donor-funded project planning.
• Proven experience in compiling large-scale international project proposals, particularly for GEF or UNEP-funded initiatives.
• Excellent stakeholder engagement and coordination skills, including working with government departments, industry stakeholders, and international agencies.
• Ability to prepare comprehensive project documentation, including budgets, logical frameworks, risk assessments, and safeguard reports.
• Knowledge of South African environmental policies, the Minamata Convention, and mercury mitigation technologies.
• Experience with GEF or UNDP project management systems and templates.
