Objectives

The primary objective of this tender is to appoint suitable property developer(s) for the development of the Nekkies Node in Knysna. The project aims to facilitate the development of the specified site, contributing to urban growth and infrastructure enhancement within the municipality.

Scope

The scope of the tender includes:

• Preparation and submission of development proposals for the Nekkies Node.
• Participation in a compulsory briefing session and optional site inspection.
• Design, planning, and potential development activities as per the municipality’s requirements.
• Adherence to all technical, legal, and procedural requirements outlined in the tender documents.

Technical Requirements

The technical requirements include:

• Attendance at a compulsory briefing session and site inspection.
• Submission of bids in sealed envelopes clearly marked with the bid number and title.
• Bid validity period of 180 days from the closing date.
• Achieving a minimum of 60 points in functionality scoring for further evaluation.
• Compliance with evaluation criteria based on functionality, price, and preference points system.
• Adherence to the municipality’s procurement policies and regulations, including the Preferential Procurement Policy Framework Act, 2000, and the 2022 amendments.

Skills Requirements

The skills and qualifications required from bidders include:

• Proven experience in property development projects.
