Tender Summary

Objectives

The primary objective is to engage a qualified service provider to perform the maintenance, repair, and/or replacement of fire equipment at the Saps; Sisonke District location. The contract aims to ensure operational fire safety compliance through a structured service agreement.

Scope of Work

• Services Required: Service, repair, and/or replacement of fire equipment.
• Contract Duration: Three (03) months.
• Project Location: Saps; Sisonke District.

Technical Requirements

• CIDB Grading: Tenderers must possess a CIDB contractor grading of 1SF or higher.
• Central Supplier Database: Registration on the Central Supplier Database (CSD) is compulsory for eligibility.
• Trade Test Validation: Bidders must submit proof that their employed technicians or artisans hold valid trade tests in one of the following categories: Mechanical Fitting, Fitting & Turning, or Millwrighting.
• SAQCC Certification: A valid, certified copy of an SAQCC card for technicians specifically designated for fire-related services must be submitted.
• Proof of Experience: Bidders must provide references from previous clients, including contact details, letters of award, and completion certificates demonstrating successful execution of similar projects.
• Equity and Fair Distribution Clause: The Department reserves the right not to appoint a bidder who has been awarded two or more contracts of a similar nature within the National Department of Public Works and Infrastructure (NDPWI) during the last six months. This ensures equitable distribution of work among service providers.

Skills Requirements

• Technicians and artisans must demonstrate qualification and experience in fire-related maintenance and repair services.
• Personnel must hold recognized trade test qualifications as specified in the technical requirements.
• Technicians must maintain current SAQCC certification relevant to fire protection services.

Explanation of Terms

• CIDB 1SF: A contractor grading classification by the Construction Industry Development Board indicating competence in fire protection system works.
• PPPFA 80/20: The scoring mechanism under the Preferential Procurement Policy Framework Act where 80 points are allocated to price and 20 points to preference-based criteria.
• PA:16: Reference to the specific provisions governing the allocation of points for designated goals under the PPPFA Regulations 2022.
• SAQCC Card: A credential issued by the South African Qualifications Certification Council, verifying competency in fire protection services.
• NDPWI: National Department of Public Works and Infrastructure.
