Tender Summary

Tender Summary: Fire Equipment Services – Sisonke District

Objectives

The primary objective is to procure a qualified service provider to maintain, repair, and replace fire safety equipment across the Sisonke District for a fixed three-month period. The procurement aims to ensure continuous operational readiness of fire protection systems while complying with national preferential procurement legislation and promoting equitable distribution of public sector contracts.

Scope of Work

The contract covers the comprehensive servicing, repair, and/or replacement of fire equipment within the designated district. Key parameters include:

  • Duration: Three (3) months from contract commencement.
  • Service Delivery: On-site inspection, preventive maintenance, fault rectification, component replacement, and functional testing of fire safety apparatus.
  • Contract Allocation Policy: To prevent market concentration, the department reserves the right to decline appointments if a bidder has already been awarded two or more similar contracts within the National Department of Public Works Infrastructure portfolio over the preceding six months.

Technical Requirements

Bidders must satisfy the following mandatory technical and administrative criteria:

  • CIDB Grading: Minimum contractor grading designation of 1SF or higher.
  • Central Supplier Database (CSD): Active registration is compulsory for bid eligibility.
  • Evaluation Scoring: Assessment follows an 80/20 Price/Preference model per the Preferential Procurement Policy Framework Act (PPPFA) Regulations 2022. Eighty percent of points are allocated to competitive pricing, while twenty percent cover designated preference categories.
  • Specific Goals: Compliance with PA:16 guidelines for allocating additional points toward transformation and socio-economic objectives.
  • Proof of Past Performance: Submission of client references, letters of award, and completion certificates demonstrating successful delivery of comparable fire equipment projects.
  • Submission Protocol: Tenders must utilize official departmental documentation, be correctly sealed, addressed, and physically delivered. Electronic or late submissions will be automatically disqualified.

Skills Requirements

Personnel executing the contract must meet stringent competency and certification standards:

  • All employed technicians and artisans must provide documented proof of formal qualifications and practical experience in fire-related maintenance and repair services.
  • The bidding entity must submit a valid, certified copy of a SAQCC card specifically for fire-related technicians.

Terminology Clarification: The SAQCC card refers to a competency certification issued by the relevant South African quality control committee, validating that technicians meet national industry benchmarks for specialized trade services. The PPPFA 80/20 system balances cost-effectiveness with transformation targets, while the PA:16 framework outlines scoring mechanisms for specific procurement goals such as enterprise development and employment equity.

Joint Ventures, Consortia and Subcontracting:

Most large tenders are composed of tasks in a number of different fields, and it is not always possible for a single company to cater for all of them, and therefore Joint Ventures and Consortia are formed to then submit a tender together.

Government tenders are also requiring the subcontracting of a percentage of the tender work, and the trouble is then finding Subcontractors to comply with the tender requirements

To assist companies with finding tender partners and subcontractors, you can now submit your contact details and company information on this page, so other interested parties can contact you for purposes of forming Joint Ventures and subcontracting

You will need to supply your details on every tender you are interested in tendering for. For this you need an active Business Listing - Register and Login at My Account to create a Business Listing
