Tender Summary

Objectives

The primary objective of this tender is to procure a qualified contractor to supply, deliver, and install a 12KVA solar power system at the SAPS Umlazi facility. The procurement also aims to promote equitable distribution of government contracts by restricting bidders who have recently secured multiple similar agreements within the National Department of Public Works Infrastructure.

Scope

The successful bidder will be responsible for the complete lifecycle delivery of the solar energy solution. This encompasses sourcing and delivering all required hardware, physical installation, system commissioning, performance testing, and providing ongoing maintenance and repair services. The project explicitly requires hands-on experience with both single-phase and three-phase solar installations.

Technical Requirements

  • Contractors must hold a minimum Construction Industry Development Board (CIDB) grading of 1EB or higher.
  • Bidders must submit documented proof of past successful projects, specifically a letter of award and a completion certificate.
  • Previous experience must demonstrably include the installation of both single-phase and three-phase solar systems.
  • The department reserves the right to decline appointment if the bidder has been awarded two or more similar contracts within the NDPWI in the preceding six months, ensuring fair market distribution.
  • Tenders must be submitted using the official documentation; emailed or late submissions will be rejected.

Skills and Certification Requirements

  • All technicians or artisans performing installation work must hold a valid PV GREEN CARD.
  • The company owner or the designated employee executing the work must possess a valid wireman's licence letter issued by the Department of Labour.
  • Verifiable proof of employment must be provided to confirm that the licensed individual is formally employed by the bidding company.

Explanation of Specialized Terms

  • CIDB Grading 1EB: A South African construction industry classification where 'E' denotes electrical specialization and 'B' indicates medium-scale capacity. A 1EB rating certifies a contractor's financial and technical ability to execute electrical projects up to a specified monetary threshold.
  • PV GREEN CARD: A nationally recognized competency card regulated by the South African Photovoltaic Industry Association (SAPVIA). It verifies that the holder has completed accredited training and possesses the practical skills required to safely and compliantly install solar photovoltaic systems.
  • Wireman's Licence Letter: Official authorization from the Department of Labour permitting an individual to carry out electrical wiring and connection work. This is legally mandatory for interfacing solar inverters, panels, and battery systems with building infrastructure.
  • Contract Limit Policy: A procurement safeguard designed to prevent monopolization of government work. By capping similar concurrent awards at two per provider within a six-month window, the department ensures broader economic participation and balanced workload distribution among approved service providers.

Joint Ventures, Consortia and Subcontracting:

Most large tenders are composed of tasks in a number of different fields, and it is not always possible for a single company to cater for all of them, and therefore Joint Ventures and Consortia are formed to then submit a tender together.

Government tenders are also requiring the subcontracting of a percentage of the tender work, and the trouble is then finding Subcontractors to comply with the tender requirements

To assist companies with finding tender partners and subcontractors, you can now submit your contact details and company information on this page, so other interested parties can contact you for purposes of forming Joint Ventures and subcontracting

You will need to supply your details on every tender you are interested in tendering for. For this you need an active Business Listing - Register and Login at My Account to create a Business Listing
