Objectives

The tender aims to attract qualified developers and investors to finance, construct, and operate a mixed-use shopping complex and hotel within the Matatiele municipality. Key objectives include fostering modern urban living, stimulating economic growth, promoting sustainable land use, advancing spatial equity, and driving inclusive local economic empowerment through job creation and small, medium, and micro-enterprise (SMME) participation.

Scope

The project involves the development and long-term leasehold operation (maximum 30 years) of a 12.14-hectare site designated for a shopping mall and hotel. The mall will deliver a comprehensive retail experience, while the hotel will provide quality accommodation for travellers, complementing a nearby golf course. The municipality will supply unserviced, undeveloped land where township establishment studies have not yet been conducted. The developer is responsible for securing financing, executing bulk infrastructure provision, constructing facilities, managing operations, and ensuring alternative water and energy supply if municipal capacities are exceeded.

Technical Requirements

Proposals must demonstrate a structured approach encompassing project lifecycle planning, market analysis, execution phases, risk mitigation, and a robust project management framework. Bidders are required to submit a socio-economic impact assessment detailing job creation and SMME integration. Compliance with municipal regulatory standards regarding financial structuring, service delivery, spatial justice, sustainability, and environmental impact assessments is mandatory. Shortlisted candidates must deliver a detailed virtual or physical presentation applying Project Management Institute Body of Knowledge (PIMBOK) principles to the specific development. Ongoing reporting against agreed milestones is required, and the contract will lapse if no progress is demonstrated within twelve months.

Note on Unusual Terms: The tender requires developers to independently manage township establishment processes, which involve conducting specialist environmental, geotechnical, and utility studies to legally subdivide and zone municipal land. Additionally, bidders must plan for alternative energy and water provision, meaning self-sufficient utility systems (e.g., solar power, boreholes, or backup storage) must be designed and funded if municipal grid capacity is insufficient.

Skills Requirements

Successful bidders must possess proven experience in delivering shopping complex or mall developments, with scoring based on the number of completed projects, total developed land area (minimum one hectare), and managed project values exceeding fifty million rand. Core competencies include:

• Advanced project management proficiency aligned with PIMBOK standards.
• Financial acumen for large-scale infrastructure funding and leasehold structuring.
• Risk management capabilities and expertise in conducting market and socio-economic analyses.
• Capacity to coordinate specialist consultants for geotechnical, environmental, and utility studies.
• Navigational expertise in municipal approval processes and alternative utility implementation.

The evaluation utilises a preferential procurement framework allocating eighty percent of points to functionality and twenty percent to price, requiring a minimum functionality score of seventy out of one hundred to qualify.
