Objectives

The primary objective of this tender is to appoint a qualified contractor to provide comprehensive servicing and installation services for air-conditioning systems for the National Youth Development Agency (NYDA).

Scope of Work

The scope includes the provision of professional services related to:

• Servicing: Maintenance, inspection, and repair of existing air-conditioning units.
• Installation: Supply and installation of new air-conditioning equipment.

Services are intended to ensure the functionality and efficiency of climate control systems within NYDA facilities.

Technical Requirements

• CIDB Contractor Grading: Tenderers must possess a minimum Construction Industry Development Board (CIDB) contractor grading of 1ME or higher.
• Location Preference: Preference points are offered to contractors based in the Eastern Cape province.
• Documentation: Tenders must be submitted exclusively using the official tender documentation issued by the employer. Submissions on non-compliant formats will be rejected.
• Submission Protocols: Tenders must comply with specific requirements regarding sealing, addressing, delivery, opening, and assessment as detailed in the tender data.
• Closing Date: Tenders must be received by 13:00 on Tuesday, 6 October 2026. Late tenders will not be accepted.

Skills and Competency Requirements

• Mechanical Engineering Capability: The contractor must demonstrate the technical and financial capacity to execute mechanical engineering works aligned with the required CIDB grading.
• HVAC Expertise: Personnel must have the requisite skills and qualifications to perform safe and effective servicing and installation of air-conditioning systems.
• Regulatory Compliance: The contractor must be registered and compliant with CIDB regulations applicable to the 1ME grading category.

• CIDB: Refers to the Construction Industry Development Board, the statutory body responsible for developing and regulating the construction industry in South Africa. It manages contractor registration, sets performance standards, and promotes industry development.
• 1ME: Denotes a Grade 1 Mechanical Engineering contractor classification. This is an entry-level grading for contractors specializing in mechanical engineering works, representing the minimum threshold of capability required for this scope of work.
