Objectives

The primary objective of this tender is to facilitate the closure of the Shallcross Garden Waste Site, including construction of fencing, stormwater drainage, ancillary works, and site rehabilitation, in accordance with specified standards and environmental considerations.

Scope

The scope encompasses the following key activities:

• Construction of perimeter fencing and gates.
• Installation of stormwater drainage systems, including concrete drains and associated works.
• Earthworks including site clearance, excavation, and backfilling.
• Conversion of existing soakaway septic tanks to conservancy tanks with minor rehabilitation.
• Provision of signage, security fencing, and ancillary infrastructure such as guard houses.
• Environmental management, including protection of existing vegetation and trees.
• Implementation of health and safety measures, traffic accommodation, and site security.
• Testing, inspection, and documentation of as-built conditions.

Technical Requirements

The technical scope includes adherence to:

• Standard engineering specifications issued by eThekwini Municipality.
• Particular specifications for safety, environmental management, and construction methodology.
• Design and construction of stormwater drainage, fencing, and ancillary structures as per drawings and standards.
• Proving existing underground services before excavation.
• Compliance with Occupational Health and Safety Regulations, including submission of safety plans.
• Environmental management plans, including protection of flora and fauna.
• Quality control measures, testing, and certification of materials and works.
• Coordination with existing services and utilities, including water, sewer, electrical, and communication lines.

Skills and Competencies Required

The tenderer must demonstrate the following skills and competencies:

• Proven experience in civil engineering projects, especially site closure, earthworks, fencing, and drainage systems.
• Ability to interpret and implement standard and project-specific specifications and drawings.
• Capability to manage environmental and ecological considerations, including protected species and vegetation.
• Strong health and safety management skills, including development and implementation of safety plans.
• Experience in coordinating with multiple service authorities and utility providers.
• Competence in project management, including scheduling, resource allocation, and quality assurance.
• Ability to monitor and report on environmental and safety compliance throughout the project duration.
• Qualified personnel including project managers, site agents, foremen, safety officers, and technical specialists with relevant experience.
