Objectives

The primary objective of this tender is to carry out remedial works along Old Cape Road (Simola Hill) to address various road maintenance and improvement needs. This includes tasks such as clearing and grubbing, patching and edge repair, asphalt rehabilitation, traffic accommodation, and installation of road markings and road studs, ensuring the road is restored to a safe and functional condition.

Scope

The scope of work encompasses the following key activities:

• Programming and reporting, including submission of a scheme programme.
• Implementation of health and safety plans.
• Dayworks involving personnel, construction equipment, vehicles, and materials.
• Site establishment and general obligations of the contractor.
• Traffic accommodation measures such as signage and flagmen.
• Clearing and grubbing of vegetation along the road edge.
• Loading and hauling of materials, including spoil and waste removal.
• Detection, verification, and possible relocation of existing services.
• Milling and removal of existing asphalt layers.
• Patching, edge break repairs, and asphalt surfacing rehabilitation.
• Reconstruction of road edges and edge breaks.
• Installation of road markings and road studs.
• Additional testing and quality control measures.

Technical Requirements

The technical requirements specify the standards and procedures for executing the works, including:

• Submission of a detailed scheme programme.
• Implementation of health and safety plans.
• Use of specified equipment such as backhoes, vibrating plate compactors, and graders.
• Proper detection and verification of existing services, with provisions for their relocation.
• Removal of asphalt layers not exceeding 50 mm depth.
• Patch repairs involving saw cutting, excavation, and backfilling with asphalt or gravel.
• Application of bond coats and prime coats as per specifications.
• Reconstruction of edges using specified materials like Colto Medium NMPS.
• Installation of road markings with specified line widths and marking techniques.
• Testing of materials and workmanship, including additional control testing where required.

Skills Requirements

The successful contractor and personnel must possess:

• Experience in road rehabilitation, patching, and asphalt works.
• Competence in traffic management and safety measures during construction.
• Ability to detect and verify existing underground services accurately.
• Skills in operating construction machinery such as backhoes, compactors, graders, and loaders.
• Knowledge of applying road markings and installing road studs according to standards.
• Capability to perform quality control testing and reporting.
