Objectives

The primary objective of this tender is to carry out remedial works along Old Cape Road as part of the Simola Hill Climb project. The works aim to improve the road surface through milling, asphalt overlay, and minor remedial activities to ensure safety, durability, and compliance with relevant standards.

Scope

The scope of works includes:

• Milling approximately 650 meters of existing road surface (7 meters wide).
• Applying a 7.1mm NMPS asphalt overlay over the milled surface.
• Constructing a 300mm deep BTB edge beam along the road edges.
• Minor remedial works and ancillary activities as depicted in the tender drawings and specifications.

The works are to be executed in accordance with the Committee of Transport Officials (COTO) 2020 Standard Specifications for Road and Bridge Works, with project-specific amendments as detailed in the tender documentation.

Technical Requirements

The technical scope involves:

• Compliance with the Standard Specifications for Road and Bridge Works (COTO 2020).
• Provision of approved asphalt mix design for COLTO Medium Continuously Graded (50/70) NMPS.
• Ownership and operation of specified plant including milling machines, asphalt pavers, steel drum rollers, and pneumatic rollers.
• Use of asphalt mix with specific grading and mix design levels (Levels IA and IB).
• Adherence to health and safety regulations, including preparation of a site-specific Health and Safety Plan.
• Implementation of traffic management measures to ensure safety during construction.
• Execution of works within the specified time frame, with provisions for extensions based on weather and other delays.

Skills and Skills Requirements

The tenderer must demonstrate:

• Civil engineering qualifications:
• Minimum of 6-10 years relevant experience for key personnel such as Contracts Manager (Site Agent), Civil Engineer (B Eng / BSc / B Tech), General Foreman, and OH&S Officer (SACPCMP Registered).
• Ownership of plant and equipment:
• Milling Machine
• Asphalt Paver
• Steel drum roller (preferably 9 Ton)
• Pneumatic roller (preferably 17 Ton)
• Proven experience in asphalt overlay works, road rehabilitation, and remedial construction.
• Ability to prepare and submit approved asphalt mix designs.
• Compliance with health and safety regulations, including the appointment of qualified safety officers and preparation of health and safety plans.
• Capacity to manage traffic control and ensure safety for both workers and the public.
• Knowledge of environmental management and waste disposal procedures.

Summary

The successful tenderer must possess the necessary technical expertise, qualified personnel, appropriate plant and equipment, and a comprehensive understanding of the project scope and technical standards. They must also demonstrate compliance with health, safety, and environmental regulations to ensure the successful and safe completion of the remedial works along Old Cape Road.
