Objectives

The main objectives of the Human Settlements Sector Plan/Housing Chapter are to develop a comprehensive strategy that addresses the housing needs of Musina, including the transformation of existing settlements and the development of sustainable new human settlements. The plan aims to integrate housing planning with municipal development frameworks, ensure alignment with national policies such as the Housing Act and the National Housing Code, and facilitate the delivery of diverse housing typologies across income groups. It seeks to identify strategic land areas, prioritize projects, and promote integrated, environmentally sustainable, and socially inclusive neighborhoods that provide reliable access to basic services and support economic growth, especially in light of the development of the Musina-Makhado SEZ.

Scope

The scope of work encompasses:

• Development of a five-year Human Settlements Sector Plan aligned with national and provincial strategies.
• Conducting situational analysis, including institutional capacity assessment, spatial demand mapping, and land identification.
• Synthesizing findings to identify priority issues and development opportunities.
• Formulating a Human Settlement Strategy with clear objectives and strategies addressing identified issues.
• Defining and prioritizing projects, including project descriptions, objectives, locations, target groups, and implementation timelines.
• Ensuring integration of projects with other municipal sectors and financial planning.
• Facilitating community engagement and obtaining municipal approval.
• Delivering comprehensive reports, GIS mapping, and supporting documentation in both hard and electronic formats.

Technical Requirements

The technical requirements include:

• Appointment of qualified personnel, including a Project Manager registered with SACPLAN as a Professional Planner.
• Experience in developing Human Settlements Sector Plans or similar sector plans, with at least 5 years' relevant experience.
• Demonstrable expertise in research, spatial analysis, and GIS software (ArcGIS).
• Development of a situational analysis covering institutional capacity, spatial demand, land identification, and project status.
• Formulation of strategic objectives, project prioritization, and integration plans.
• Preparation of detailed project descriptions, budgets, and implementation schedules.
• Stakeholder engagement, public participation, and final approval processes.
• Provision of GIS-compatible mapping data and comprehensive reports in specified formats.

Skills Requirements

The service provider must demonstrate:

• At least 5 years' experience in human settlements development, sector planning, or related fields.
• Proven track record in developing Human Settlements or Integrated Human Settlements Plans.
• Strong research, analytical, and GIS skills.
• Knowledge of South African legislative and regulatory frameworks related to housing and urban planning.
• Effective communication skills, both written and oral.
• Capacity to coordinate multi-sectoral projects and stakeholder engagement.
• Availability of qualified personnel, including a Project Manager registered with SACPLAN.
