Objectives

The primary objective of this tender is to procure a comprehensive Fleet Management System and related services for municipal vehicles within Harry Gwala District Municipality. The system aims to enhance vehicle monitoring, data collection, reporting, and management to improve operational efficiency, safety, and compliance.

Scope

The scope encompasses the supply, installation, and support of a fleet management system that includes:

• Base station software for data viewing and downloading via GPRS from mobile units
• Real-time vehicle tracking, reporting, and analysis (speed, location, driver behavior, etc.)
• Provision of vehicle monitoring hardware, including dual trackers and cameras where necessary
• Support services such as installation, warranty, maintenance, and emergency support
• Fitting tracking units at specified municipal sites
• Provision of related services like vehicle licensing reminders, maintenance tracking, and driver identification

Technical Requirements

The technical specifications include:

• System capable of real-time vehicle tracking and data download via GPRS
• Generation of detailed reports, graphs, and maps for vehicle analysis
• Features such as vehicle speed monitoring, exception reports, driver ratings, accident analysis, and tachograph reports
• Ability to confine vehicles to designated zones and remotely mobilize or immobilize vehicles
• Provision of camera solutions with recording, fuel sensors, and audio capabilities
• Support for vehicle licensing, maintenance scheduling, and service history tracking
• Support for a 36-month contract period with comprehensive service and warranty support
• Fitting of tracking units at multiple municipal sites including Ixopo, Kokstad, uMzimkhulu, and Dlamini Dlamini Zuma satellite offices

Skills Requirements

The tenderer must demonstrate:

• Previous experience with fleet management systems, evidenced by at least 8 relevant projects or contracts within the last 5 years
• Provision of appointment and reference letters from similar projects, signed and stamped
• Qualified personnel, including at least two VESA-accredited fitters with CVs and certifications
• Proof of hardware approval (e.g., SABS certification for hardware components)
• Capability to install, support, and maintain the system, including emergency support services
• Knowledge of vehicle tracking, reporting, and zone confinement technologies
• Ability to provide comprehensive training and documentation for municipal staff
