Objectives

The primary objective of this tender is to procure services for Medical Surveillance and Risk Assessment over a period of 24 months. The service provider will conduct risk assessments, medical examinations, vaccinations, functional evaluations, employee awareness programs, trauma counseling, injury case management, and provide medical support during wellness events and programs across all satellite offices and facilities of Harry Gwala District Municipality.

Scope

The scope of work includes:

• Conducting risk assessments related to chemical, physical, and biological agents.
• Performing pre-placement, periodic, exit, and executive health medical examinations.
• Administering periodic vaccinations (Twinrix, Tetanus, Typhim).
• Supporting functional capacity evaluations and post-injury/illness medical assessments.
• Assisting with employee awareness and wellness initiatives, including health talks and counseling.
• Managing injury on duty cases, including referrals and re-openings.
• Providing emergency medical services during wellness events (ambulances, paramedics, physiotherapists, doctors).
• Conducting medical surveillance at all municipal offices, satellite offices, water treatment works, and wastewater treatment works within various local municipal areas.

Technical Requirements

The technical requirements include:

• Provision of qualified personnel: doctors (HPCSA registered), occupational health nurses (SASOHN registered), psychologists, occupational therapists, technicians (audiometry, spirometry certified), safety officers, physiotherapists, paramedics, and medical doctors.
• Availability of mobile clinics/stations with proof of ownership or rental agreements, including mobile X-ray units with valid accreditation.
• Calibration certificates for medical equipment such as vision screeners, audiometry, spirometry, and X-ray units (valid for 12 months).
• Provision of ambulances, paramedics, physiotherapists, and doctors during events.
• Compliance with all relevant health and safety standards, including insurance coverage (public liability insurance of at least R10 million).
• Implementation of quality assurance measures, including proper documentation, reporting, and adherence to health regulations.

Skills Requirements

The tender specifies that the service provider must demonstrate:

• Experience in providing medical surveillance and risk assessment services, with at least 5 relevant projects documented through appointment and reference letters.
• Qualified personnel with relevant certifications and registrations, including:
• Occupational Medical Practitioners (HPCSA)
• Occupational Health Nurses (SASOHN)
• Psychologists (HPCSA)
• Occupational Therapists (HPCSA)
• Technicians with audiometry and spirometry certificates
• Safety officers and physiotherapists
• Paramedics and medical doctors
• Capability to operate mobile clinics and X-ray units with valid accreditation and calibration certificates.
• Financial stability demonstrated through a bank rating of at least an 'A' rating.
• Ability to provide comprehensive health services, including emergency response, health talks, counseling, and injury management.
• Compliance with all legal, health, and safety regulations, including valid insurance policies and registration on the municipal supplier database.
